Implement the "four on-the-spot" principle effectively.

Accordingly, to do this well, departments, agencies, and the People's Committees of communes and wards will continue to closely adhere to the goals and requirements, and seriously, decisively, and effectively implement the directives of the National Assembly , the Government, the Prime Minister, the City Party Committee, the City People's Council, and the City People's Committee on fire prevention and rescue work, as well as specialized programs, plans, and guiding documents on fire prevention and rescue work issued in the past.

The city police are intensifying efforts to disseminate legal knowledge on fire prevention and control, preventive measures, and escape skills in the event of fire or explosion; building a movement for all citizens to participate in fire prevention and control; reviewing, supplementing, and strengthening local fire prevention and control forces (civil defense forces; grassroots fire prevention and control forces; specialized fire prevention and control forces), the "Safe Neighborhood Fire Prevention and Control Team" model, and the "Public Fire Fighting Station" model to meet the "four on-the-spot" principle...

Based on the actual situation regarding the organization of New Year celebrations, visits and New Year greetings by Party and State leaders, and areas hosting festivals and entertainment venues with large crowds, the City Police proactively developed and implemented plans to ensure absolute fire safety and rescue; in particular, ensuring absolute fire safety and rescue for the 14th National Party Congress.

The city police are tasked with organizing reviews, inspections, and providing guidance on fire fighting and rescue drills for establishments with high fire and explosion risks in the area, especially karaoke establishments, bars, nightclubs, apartment buildings, high-rise buildings, markets, supermarkets, shopping malls, department stores, convenience stores, production facilities, warehouses, industrial explosives storage facilities, fireworks businesses, chemical warehouses, forests, ports, bus stations; temples and pagodas where festivals take place; and strengthening the organization of propaganda, guidance, and inspection of compliance with regulations on ensuring fire safety at accommodation facilities for delegates, locations, areas, and residential houses surrounding the venues for activities and events serving the 14th National Congress of the Party.

In addition, the City Police recommended and requested that establishments rectify existing shortcomings in fire prevention and control, and resolutely handle 100% of fire safety violations discovered during inspections. They also ensured constant readiness and the effective mobilization of forces and equipment to participate in firefighting and rescue operations in the event of fires, accidents, or incidents occurring in the city.

We will resolutely deal with violations.

The City People's Committee has instructed the People's Committees of communes and wards to strengthen propaganda and recommendations to households, including those combining business and production, on escape and fire prevention measures; to warn of fire and explosion hazards; and to encourage 100% of households combining business and production with two or more floors that do not yet have a second escape route to create one themselves, and to equip their homes with automatic fire alarm systems, fire fighting equipment, and rescue and relief tools.

Simultaneously, the People's Committees of communes and wards will guide business owners and household heads to conduct self-inspections of fire safety and rescue to proactively detect and eliminate risks leading to fires, explosions, incidents, and accidents. This includes focusing on checking the following conditions: escape routes, fire safety systems and equipment, electrical systems; management and use of electricity, sources of fire and heat, flammable and explosive substances, fire-generating and heat-generating equipment (paying attention to checking electrical equipment, electrical protection devices, and electrical wiring in houses...); encouraging 100% of households in the area to equip themselves with at least one fire extinguisher; and continuing to expand the "Fire Safety Neighborhood Group" and "Public Firefighting Point" models.

The People's Committees of communes and wards shall strengthen the organization of propaganda, guidance, and inspection of compliance with regulations on ensuring fire safety at accommodation facilities for delegates, locations, areas, and residential houses surrounding the venues for activities and events serving the 14th National Congress of the Party; guide, recommend, and require facilities to immediately rectify existing shortcomings in fire safety, and resolutely handle 100% of fire safety violations discovered during inspections.

Instruct local authorities under the management of communes and wards to practice fire fighting and rescue plans, especially at facilities with high fire and explosion risks, markets, shopping centers, industrial zones, and residential areas with high fire and explosion risks; instruct heads of facilities and neighborhood group leaders (in facilities and residential areas with high fire and explosion risks) to develop plans and assign duty shifts during the Lunar New Year holiday...

The People's Committees of communes and wards shall promptly direct the organization of firefighting and rescue operations; and urgently mobilize forces, equipment, and assets of agencies, organizations, households, and individuals in the area to participate in firefighting and rescue operations when incidents occur.
