According to the decision, Mr. Vu Dai Thang, Chairman of the City People's Committee, is the Head of the City's Steering Committee for Waste Prevention and Control; Mr. Nguyen Xuan Luu, Vice Chairman of the City People's Committee, is the Standing Deputy Head of the Steering Committee; the Vice Chairmen of the City People's Committee are Deputy Heads; and the members are leaders of the city's departments and agencies.
The Steering Committee focuses on diversifying forms of information and communication on preventing and combating waste, tailored to different target groups. It closely integrates traditional media such as radio, television, and print newspapers with modern digital platforms. It also promotes dissemination through websites, the city's electronic communication portal, and the digital platforms of agencies and units within the capital.
Along with that, we must build a culture of frugality and integrity in agencies and organizations. The focus should shift from "practicing frugality" to "building a frugal lifestyle," considering this a central political task and a standard for evaluating the daily public service ethics of officials and employees.
At the same time, focus on preventing and mitigating risks of waste "early and from afar"; demand immediate action to suspend and handle groups and individuals whose actions cause waste; thoroughly review, reduce, and simplify administrative procedures, barriers, and "unnecessary permits" under the city's authority; and promote comprehensive digital transformation and the application of modern technology.
Furthermore, it is essential to build a team of officials and civil servants who possess scientific thinking, dynamism, creativity, and the courage to think and act for the common good. The criterion of "effective management and utilization of working time" should be included as one of the measures for evaluating officials.
