In her closing speech, Chairwoman of Hanoi People's Council Phung Thi Hong Ha summarized the main contents of the meeting's results.

Accordingly, the City People's Council voted to pass a resolution on the 2026 socio-economic development plan with 40 targets, 10 groups of tasks and key solutions, in which the goal is for the City to urgently, with the highest determination, and fastest in implementing the policies and directions of the Politburo , the Party Central Committee, the National Assembly, and the Government, especially the economic growth target, achieving double-digit growth (from 11% or more) from 2026 and the entire period of 2026-2031. Promoting science, technology, innovation and digital transformation. Developing culture, education and training; ensuring social security, improving social welfare so that the Capital can firmly develop rapidly and sustainably with the country.

Regarding the thematic resolutions passed by the City People's Council at this session, closely following the policies and directions of the Central and City Party Committees, and legal regulations, the City People's Council reviewed the reports and submissions of the City People's Committee, and the inspection reports of the City People's Council Committees. The delegates had a very lively discussion, with many opinions assessing the necessity of immediately promulgating new policy mechanisms such as approving the Capital's digital citizen platform; policies on agriculture and rural areas; issues of social security support and expenditure; regulations on social assistance standards and beneficiaries of the City's special social assistance policies; contents and levels of basic security support expenditure... During the discussion, the City People's Committee received and clarified the issues of concern to the delegates and provided additional information, data, and basis for the delegates to carefully consider before making a resolution.

Also at the meeting, the City People's Council passed a group of resolutions specifying the Law on the Capital, the majority of delegates agreed and hoped that the City should pay attention and research to continue to issue more outstanding mechanisms to remove obstacles and bottlenecks in the implementation process to respond to the strong development and reconstruction of the Capital. Continue to build and perfect institutions on important and urgent contents of the Capital to promptly meet the requirements and tasks when implementing the two-level local government model, review, supplement, deploy, and institutionalize strategic documents of the City such as research and propose to immediately amend Resolution No. 15 of the Politburo on the direction and tasks of developing the Capital, associated with amending the Law on the Capital and two major plans of the City with the goal of building the Capital to be increasingly civilized, civilized, modern, and happy.

The Chairman of the Hanoi People's Council requested the City People's Committee, all levels, branches, localities and units, according to their assigned functions and tasks, to develop specific plans, proactively organize implementation, and ensure that the resolutions of the City People's Council are implemented as soon as possible and as quickly as possible, in order to be in sync with the City's management.

Propose that the Chairmen of the People's Councils of communes and wards, based on the direction of the City Party Committee and the resolutions of the City People's Council, urgently prepare and organize well the year-end People's Council meeting; take advantage of the last hours, days and months of 2025 to achieve the goals and deploy the tasks of 2026 at the highest level. Propose that the City People's Council delegates continue to promote their role as representatives of the People, regularly contact and listen to voters' opinions, and actively urge and supervise the implementation of the Resolutions of the City People's Council.

Ensure full and thoughtful conditions for election service

The Chairman of the City People's Council also informed that at the meeting, the City People's Council agreed to conduct written questioning. The questioning contents were sent to the City People's Committee and publicly posted on the Electronic Information Page of the National Assembly Delegation and the City People's Council; requesting the People's Council delegates, delegation groups, and City People's Council Committees to exercise their supervisory rights so that the post-supervision contents are highly effective.

The City People's Council also decided to establish a Supervisory Delegation of the City People's Council on the implementation of legal regulations on the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term in Hanoi. This is a very important task that the Steering Committee and the City Election Committee have focused on directing in the past time.

Ms. Phung Thi Hong Ha requested all levels, sectors, especially the commune level, to thoroughly grasp the five directives of the General Secretary at the conference on the implementation of the national election work; synchronously deploy solutions, fully and thoughtfully ensure conditions for the election work, especially in the work of preparing personnel for the People's Council, People's Committee and the Vietnam Fatherland Front Committee of the City, which need to closely coordinate with functional agencies to effectively carry out this particularly important task.

Also at the meeting, the City People's Council carried out personnel work under the responsibility and authority of the City People's Council, namely: Reviewing, discussing and implementing the order and procedures for electing the position of Chairman of the City People's Committee to ensure the smooth, efficient, effective and efficient operation of the government apparatus.
