Implementing the policy of the Hanoi People's Committee on promoting digital transformation and applying information technology in administrative reform, on the afternoon of November 10, 2025, at Branch No. 1 of the Hanoi Public Administration Service Center, 258 Vo Chi Cong, Tay Ho, Hanoi, the pilot model of Smart Kiosk and the system of authentication and issuance of digital copies of electronic documents was launched.
New step in administrative reform of the Capital
Previously, when people needed to certify or request a copy, they had to go directly to the document receiving point, wait for the original to be compared with the copy, sign, stamp and receive the result. This process often took several hours, in some places up to half a day or longer, causing pressure on both people and administrative staff.
With the new model, people only need to operate directly at the Kiosk: scan original documents, the system will automatically recognize, check validity, authenticate information and immediately issue legal electronic copies in just a few minutes - fast, accurate, no more waiting in line.
According to the Hanoi City Public Administration Service Center, this model brings practical benefits in saving time and effort: Processing time for each file is reduced from 15 minutes to 3-5 minutes. Results are returned online via email, QR code or mobile application.
Director of the Hanoi Public Administration Service Center Cu Ngoc Trang said that administrative procedure reform is the front line of digital transformation. With each small change, the efficiency brought to people and businesses is huge.

The entire process of reconciliation, official signature, and copy printing only takes 3-5 minutes.
Just for the procedure of certifying copies from originals, the City receives nearly 70,000 files each month. Meanwhile, most communes and wards only have 1-2 judicial officers in charge, leading to overload, time-consuming and error-prone situations.
Based on that reality, the Center has proactively researched and coordinated with partners to develop a system for authenticating and issuing digital copies of electronic documents, a powerful solution for converting from manual to electronic processes. The system applies AI technology, OCR character recognition and facial authentication, allowing people to perform direct authentication at the Smart Kiosk.
At the same time, ensuring absolute transparency and safety because each electronic copy is digitally signed, electronically stamped and centrally stored, and can be verified through a unique authentication code.
The launch of the Smart Kiosk that authenticates and issues digital copies of electronic documents also contributes to reducing the use of paper, ink and storage costs, contributing to building a green and sustainable administration.
Milestone of cooperation between the State and enterprises
The launching ceremony of the Smart Kiosk and the system for authenticating and issuing digital copies of electronic documents was attended by representatives of the Government Office , the Ministry of Justice, the Ministry of Public Security, the State Bank of Vietnam; leaders of the Hanoi People's Committee, departments, branches and coordinating units.
In particular, the Vietnam Bank for Agriculture and Rural Development (Agribank) is the companion and sponsor of the first 10 smart kiosks piloted at the Hanoi Public Administration Service Center.
After the pilot phase, Hanoi city, the Public Administration Service Center and Agribank plan to continue researching and expanding the model to branches of the Public Administration Service Center, Agribank transaction points and some other public places, creating maximum convenience for people when using public services.
Previously, on October 8, 2025, Agribank, Hanoi City Public Administration Service Center and Tran Anh Law Company Limited signed a 3-party cooperation agreement to deploy consulting, support and public service reception points at Agribank transaction points in Hanoi.
This cooperation agreement is an important premise for Agribank and the Hanoi City Public Administration Service Center to continue to work together to implement new models, sharing the common goal of administrative reform, serving people and businesses better and better.
Towards e-citizens - modern digital administration
The implementation of the pilot model of Smart Kiosk to authenticate and issue digital copies of electronic documents demonstrates Hanoi's efforts in "Taking people as the center of service", while promoting the application of science - technology, artificial intelligence in the management and operation of the administrative system. This is also an important step in the process of digital transformation to serve the people, towards building a modern, friendly and transparent administrative system.
From November 10, 2025, people coming to do transactions at Branch No. 1 of the Hanoi City Public Administration Service Center will have the opportunity to directly experience the new model - fast, convenient, transparent and friendly, contributing to spreading the image of a modern, smart and close public administration to all citizens of the Capital.
The launch of the model today is not only a technological step forward, but also a shift in the service mindset of the capital's administrative system: From "paperwork" to "data"; from "manual authentication" to "smart authentication"; from "doing it for" to "support"; from "centralization" to "on-site service".
Previously, since the beginning of October, the Hanoi City Public Administration Service Center has also piloted the "Mobile Public Service Model" to support people and businesses in performing administrative procedures. This initiative demonstrates the City's determination to promote administrative reform, innovation and bring online public services closer to all subjects, contributing to realizing the goal of 100% of administrative procedures related to enterprises and 100% of administrative procedures regardless of administrative boundaries being performed online by 2025, towards all eligible administrative procedures being provided online in full by 2026.
Mobile public service vehicles will provide many essential services such as: Guidance and support for submitting online public service applications; creating and activating VneID electronic identification accounts; digitizing paper documents on-site, uploading to the system, declaring electronic form information; supporting non-cash payment of fees and charges (POS, QR code, e-wallet); looking up application status and settlement results; consulting and training on skills for using online public services.
Each vehicle will be fully equipped with desktop computers, laptops, multifunction printers, specialized scanners, presentation equipment, LCD screens, along with high-speed Wifi/4G connection infrastructure, backup transmitters, UPS and small generators to ensure continuous operation./
