The 14th National Congress of the Party will take place from January 19th to January 25th, 2026, at the National Convention Center – 2 Thang Long Avenue, Tu Liem Ward, Hanoi City.
Based on the current situation and to continue ensuring traffic order and safety, the Hanoi City Police Department announces adjustments to traffic flow and route organization for all types of vehicles.
The event will take place from 9 PM on January 20th until the end of January 25th, 2026.
Accordingly, all vehicles with a permitted weight of 10,000 kg or more (except for vehicles serving the Congress, vehicles with security badges, buses, sanitation vehicles, and emergency response vehicles) are strictly prohibited from operating on the following routes: Thang Long Boulevard in both directions and the service road (from Pham Hung to Provincial Road 70), and the elevated section of Ring Road 3 in both directions (from Thang Long Bridge to the intersection with National Highway 5A).
Restrictions apply to other vehicles (except for vehicles serving the Congress, vehicles with security badges, buses, sanitation vehicles, and emergency response vehicles) on the following routes: Thang Long Boulevard in both directions and the service road (from Pham Hung to Provincial Road 70), and the elevated section of Ring Road 3 (from Thang Long Bridge to the intersection with National Highway 5A).
At the same time, continue to implement the contents of Notice No. 06/TB-CAHN-CSGT regarding traffic diversion to serve the 14th National Congress of the Party.
To ensure security and safety for delegates attending the Congress, the Hanoi City Police require all road users to voluntarily and strictly comply with the Law on Road Traffic Order and Safety.
When encountering priority vehicles displaying priority signals while on duty, promptly divert to the nearest side roads or intersections, following the instructions of the authorities to yield the right of way to the priority convoy. In particular, vehicles permitted to travel through the aforementioned temporarily restricted areas must obey the road signage system and refrain from using their horns while driving.
The unit requests the Hanoi City Department of Construction to adjust the routes of buses and fixed-route passenger transport vehicles based on the traffic diversion notice, limiting their frequency on the routes used by delegates and around the Congress venue, in accordance with the notice.
