According to the report of the Hanoi Department of Culture and Sports on the summary of the implementation of Decree No. 38/2021/ND-CP dated March 29, 2021 of the Government regulating administrative sanctions in the field of culture and advertising, from 2021-2024, the Hanoi Department of Culture and Sports, the interdisciplinary inspection team of districts and towns coordinated with relevant agencies, departments and branches to carry out a total of 599 regular inspections, 32 surprise inspections conducted based on management requirements and the actual situation in the locality, and 25 inspections in the field of culture and advertising in the city.
As a result, 745 cases of administrative violations were detected and punished. The total amount of fines collected to the state budget was nearly 18 billion VND.

According to the Hanoi Department of Culture and Sports, the above-mentioned acts not only affect the order of state management in the fields of culture and advertising but also negatively impact urban aesthetics and the cultural and spiritual life of the people.
