Ha Tinh Department of Health has just issued Decision No. 1366/QD-SYT dated November 28, 2025 on seconding civil servants to work at the People's Committee at the commune level.
Accordingly, the Department of Health will second 64 officials of the Department of Health to work at the People's Committees at the commune level for a period of 1 year, starting from December 1, 2025.
According to the decision, the People's Committees of communes and wards with seconded officials shall receive seconded officials; assign and arrange work for officials with appropriate qualifications and capacity to perform professional expertise in state management in the health sector.
The People's Committees of communes and wards have plans to arrange accommodation, pay special regimes and policies in addition to salary and other benefits (if any); after the end of the secondment period, report the results of the secondment of civil servants to the Department of Health for submission to the People's Committee for consideration and decision on ending or extending the secondment period for civil servants.
The Department of Health assigns medical centers and medical stations with officials on secondment to assign and arrange work for other officials so as not to interrupt the performance of the agency's duties; and arranges suitable work for officials after the secondment period ends.
Medical centers and medical stations with officials on secondment are responsible for paying salaries, allowances and other benefits (if any) to officials sent on secondment according to current regulations.
Seconded officials must hand over their assigned work to the agency or unit before taking up work at the People's Committee of the commune level; be subject to assignment, arrangement, evaluation, and inspection of the performance of tasks by the People's Committee of the commune to which they are seconded; and enjoy benefits and policies according to current regulations.
The Ha Tinh Department of Health decided to dispatch 64 medical staff to work at the Department of Culture and Society to promptly remove difficulties and obstacles and ensure that state management activities on health are not interrupted during the operation of the two-level local government due to the lack of medical staff at the People's Committees of communes and wards.
