Ha Tinh has 3,976 fishing vessels registered and updated to the national fisheries database.

(Baohatinh.vn) - Together with other localities, last week, Ha Tinh province implemented synchronous solutions to combat illegal, unreported and unregulated fishing.

On the afternoon of November 25, Prime Minister Pham Minh Chinh chaired the 23rd meeting of the National Steering Committee on Combating Illegal, Unreported and Unregulated (IUU) Fishing. The meeting was attended by leaders of central ministries and branches.

At the meeting, leaders of ministries, branches and localities reported on the progress of implementing tasks to combat IUU fishing according to the conclusions of Government leaders at the 22nd meeting (November 18) and previous sessions.

Accordingly, as of November 21, ministries, branches and localities were assigned 99 tasks, of which 85 tasks were completed and 14 tasks were regularly implemented.

The total number of fishing vessels currently registered and updated in the National Fisheries Database is 79,295/79,295 fishing vessels. During the week, 2,037 fishing vessels leaving the port were inspected and controlled, 2,462 vessels arriving at the port according to regulations, and the amount of aquatic products exploited through the port was 10,857 tons.

During the week, no fishing vessels violating foreign waters were arrested. From 2024 to November 21, 42/71 fishing vessels arrested by foreign countries were processed.

From 2024 to November 21, the total number of ships detected losing connection time, losing connection for more than 10 days at sea, and exceeding the permitted exploitation limit is 21,873 ships. 21,865/21,873 ships have been handled, of which 4,003/21,873 ships were fined, and 17,862/21,873 ships were closed without fine.

At the meeting, leaders of ministries, branches and localities explained and clarified a number of shortcomings and limitations in the work of combating IUU fishing such as: the number of fishing vessels losing connection to VMS still occurs; some provinces handling VMS violations is still low compared to the cases discovered... At the same time, they proposed and recommended that the Government implement a number of solutions to combat IUU fishing more effectively.

As of November 25, Ha Tinh had 3,976 fishing vessels registered and updated to the National Fisheries Database; in the reporting period, 1 fishing vessel was reduced due to deletion of registration. In the reporting period, no applications for seafood exploitation licenses were issued; to date, the whole province has 3,971/3,976 fishing vessels granted seafood exploitation licenses.

The province currently has 3,961/3,976 fishing vessels qualified for seafood exploitation. The rate of fishing vessels operating offshore that have installed VMS equipment is 100%. During the reporting period, Ha Tinh had no cases of exceeding the permitted sea boundary, no cases of losing VMS connection for more than 6 hours, no fishing vessels or fishermen violating illegal seafood exploitation in foreign waters; no cases of brokering or collusion for fishing vessels to illegally exploit in foreign waters have been detected.

Since the beginning of 2024, Ha Tinh has completed investigations, verifications, and records of 41 subjects/39 fishing vessels that lost VMS connection, discovered 23 cases of violations of VMS regulations, and issued decisions to impose administrative penalties with a total amount of 747.5 million VND.

Since the beginning of 2025, Ha Tinh authorities have discovered and handled 39 fishing vessels violating regulations on seafood exploitation, imposing fines of more than 1 billion VND.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the work of combating IUU fishing and removing the "yellow card" warning is an important, urgent, and top priority task in the immediate future, and at the same time has long-term significance for the sustainable development of the fisheries industry.

The Prime Minister requested ministries, branches and localities to continue to seriously carry out assigned tasks. The functional forces should strengthen coordination, control more closely, and be determined to repel, prevent and end IUU fishing. Strengthen propaganda, mobilization and education for people to strictly comply with the provisions of the law. Urgently classify and complete the registration, inspection, issuance or renewal of licenses for qualified fishing vessels.

Localities need to maintain 24/7 duty at fishing vessel monitoring centers; promptly alert and contact ship owners and captains to ensure that no violations of VMS connection or violations of permitted fishing boundaries at sea occur. Clearly assign responsibilities to leaders in handling disconnected and violating vessels. Strengthen inspection and examination at fishing ports, ensuring that 100% of vessels entering and leaving ports are controlled, and that records, fishing logs and output are fully managed.

In addition, it is necessary to do a good job of propagating and disseminating the law on IUU in many visual, easy-to-understand forms, suitable for each target group, in which the role of grassroots authorities and production teams at sea in community monitoring should be strengthened.
