The policies on poverty reduction and social security assurance for the 2021-2025 period approved by the People's Council of Ha Tinh province in Resolution No. 72/2022/NQ-HDND dated July 15, 2022 and the amended and supplemented resolutions have brought about positive results, contributing to improving people's lives, ensuring social security and strengthening trust in the policies of the Party and State.
In order to continue to concretize the policies of the Party, the State and the province on human development, ensuring comprehensive and sustainable social security; at the same time, maintaining inheritance, stability and continuity in the process of implementing regimes and policies for target groups after the previous resolution expires, the Provincial People's Committee has submitted to the Provincial People's Council a draft Resolution on Regulations on a number of policies to ensure social security in Ha Tinh province for the period 2026 - 2030.
The draft adds the following policies: (1) monthly allowance for youth volunteers who have completed their duties in the resistance war and are no longer able to work, and are from poor households, near-poor households, and households with average living standards; (2) support for voluntary social insurance payments for workers from poor households and near-poor households; (3) support for purchasing health insurance cards for the elderly from 65 to under 70 years old. This is the basis for departments, branches, sectors, and localities in the province to organize and implement unified and synchronous policies to ensure social security, contributing to the successful implementation of Ha Tinh's socio -economic development goals for the period 2026 - 2030.
Gift giving on occasions and holidays
The policy specifically stipulates the subjects and levels of gifts for people with meritorious services to the revolution, relatives of people with meritorious services, veterans who participated in the resistance war against the French on the occasion of the anniversary of War Invalids and Martyrs Day, Lunar New Year; social protection subjects with especially difficult circumstances, ethnic minorities in poor and near-poor households on the occasion of Lunar New Year.

Accordingly, the beneficiaries of the policy include:
Relatives receiving monthly allowances for war invalids, sick soldiers, revolutionary activists before January 1, 1945, revolutionary activists from January 1, 1945 to the August 1945 uprising, and resistance activists infected with toxic chemicals;
Children of resistance fighters infected with toxic chemicals are receiving monthly allowances;
Relatives of martyrs receive monthly allowances (excluding those who receive gifts from the President according to regulations);
Veterans who participated in the resistance war against the French;
People with outstanding revolutionary contributions or those in difficult circumstances, sick or ill, who are directly given gifts by provincial leaders (1 person/commune, ward) and belong to one of the following categories: Vietnamese Heroic Mothers; Heroes of the People's Armed Forces; People who participated in revolutionary activities from January 1, 1945 to the August 1945 Uprising; war invalids; sick soldiers; resistance fighters infected with toxic chemicals;
Representatives of martyrs' relatives or martyr worshippers; representatives of relatives or martyr worshippers of Vietnamese Heroic Mothers;

Social protection beneficiaries in especially difficult circumstances: children without a source of support, people with severe disabilities, single elderly people from poor households, receiving monthly social assistance in the community or being cared for and nurtured at public social assistance facilities, Mental Health Hospitals;
Ethnic minorities belonging to poor and near-poor households;
The Provincial People's Council considers support levels from 300,000 VND/person/time - 2,500,000 VND/person/time in cash and gifts for each specific subject.
Happy birthday
The subjects who are entitled to longevity wishes and birthday celebrations include: Elderly people who are Vietnamese citizens at the age of: 70, 75, 80, 85, 90, 95, 100, over 100 years old with permanent residence registration in the province.
The Provincial People's Council considered giving cash gifts ranging from 300,000 VND/person - 1,000,000 VND/person.
Receiving care and monthly allowance for Youth Volunteers
Receiving people with meritorious services to the revolution and their relatives for care and nurturing at the Ha Tinh Center for Nursing People with Meritorious Services and Social Protection.
Eligible subjects include:
People with revolutionary contributions who are receiving monthly preferential allowances and living alone according to Government regulations;
Youth volunteers are elderly people who live alone and have no one to care for them in the community;
Children of resistance fighters exposed to toxic chemicals who have extremely severe disabilities, have no one to care for them at home or in the community, or still have parents who are elderly or disabled, or only have one parent who is elderly or disabled.
Support level: The provincial budget supports the difference between the monthly preferential allowance from the state budget and the standard cost for care and nurturing of meritorious people and social protection at social assistance facilities in the province according to regulations approved by competent authorities.

Reception, care and nurturing at the Mental Health Hospital
Eligible subjects include:
Subjects in particularly difficult circumstances: People with especially severe mental and neurological disabilities from poor or near-poor households who wish to be received for care and nurturing at the Mental Health Hospital;
Subjects in need of emergency protection: People with severe or especially severe mental or neurological disabilities who have dangerous behaviors towards their families and the community are urgently admitted for care and nurturing at the Mental Health Hospital.
Time of care and nurturing: implemented according to the provisions of Clause 4, Article 24 of Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government.
Care and nurturing regime at Mental Health Hospital: Subjects are entitled to the same regime as subjects being cared for at social assistance facilities (as prescribed in Article 25, Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government). In case of being admitted for care and nurturing at Mental Health Hospital, they are not entitled to monthly social allowance in the community.
Monthly allowance for youth volunteers
Beneficiaries: Youth volunteers who have completed their duties in the resistance war and returned to their localities, are currently no longer able to work, belong to poor households, near-poor households or households with average living standards and are not eligible for social pension benefits or other monthly state benefits.
Subsidy level: The monthly subsidy level for youth volunteers is equal to the social assistance standard level prescribed by the Government.

Support for paying health insurance and voluntary social insurance
*For health insurance
Supported subjects: Elderly people from 70 years old to under 75 years old who do not have a health insurance card; elderly people from 65 years old to under 70 years old who do not have a health insurance card; people in near-poor households according to the near-poor criteria prescribed by the Government; people in households working in agriculture, forestry, fishery and salt production with an average living standard according to the Government's regulations.
Support level:
Elderly people from 70 to under 75 years old: the provincial budget supports 100% of health insurance premiums.
Elderly people from 65 to under 70 years old: provincial budget supports 70% of health insurance premiums.
Near-poor households: Provincial budget supports 30% of health insurance premiums.
People in households working in agriculture, forestry, fishery and salt production with average living standards: the provincial budget supports 20% of the health insurance premium.
*For voluntary social insurance
Supported subjects: Employees participating in voluntary social insurance, with permanent residence registration in the province.
Support level: In addition to the support level prescribed in Clause 1, Article 5 of Decree No. 159/2025/ND-CP dated June 25, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Social Insurance on voluntary social insurance, voluntary social insurance participants are supported with additional payment at a percentage (%) of the monthly voluntary social insurance payment according to the poverty line of rural areas as prescribed in Clause 2, Article 31 and Clause 1, Article 36 of the Law on Social Insurance.
Specifically: 30% for participants from poor households and ethnic minorities; 25% for participants from near-poor households; 20% for the remaining participants.
