The Ministry of Health has just issued Circular 43/2025/TT-BYT guiding the functions, tasks, powers and organizational structure of commune-level health stations. According to this new circular, commune-level health stations are identified as public health service units, directly under the People's Committee of the commune level, with legal status, separate headquarters, seal and account. This unit is allowed to open accounts at the State Treasury and banks according to regulations.

In terms of management, the commune-level health station is under the direct direction and management of the People's Committee of the commune level in terms of organization, human resources, assets, and finance. At the same time, this unit is under the direction, support, guidance, and inspection of the Department of Health and related units in terms of expertise and profession.
For Ha Tinh , before Circular 43 was issued, the health sector was proactive in restructuring the grassroots health system. Based on the 2-level local government model, the Department of Health has developed a comprehensive plan to arrange and reorganize health service units in the direction of streamlining focal points, improving effectiveness and efficiency. One of the outstanding contents in the plan is the proposal to establish 69 health stations according to commune-level administrative units, replacing the current 209 health stations. This arrangement is associated with adjusting the scale of management and merging localities to suit the 2-level government model.
Along with streamlining the focal points, Ha Tinh also aims to upgrade the commune health stations. According to the proposal of the Department of Health, the new health stations will be supplemented with functions, tasks and human resources from the preventive medicine and population sectors of the health centers. This helps the commune health stations not only perform the tasks of primary medical examination and treatment but also become stronger in prevention, community health management, disease prevention, and reproductive and child health care.
The Ha Tinh Health Sector also plans to restructure 11 multi-functional medical centers into inter-commune and inter-ward general hospitals, both inheriting existing resources and expanding the scope of operations, providing higher quality treatment services right at the level closest to the people.

Medical staff is a big challenge for many localities and Ha Tinh is no exception. Currently, the whole province lacks 108 doctors, while the Resolution of the 20th Provincial Party Congress sets a target that by 2027, each health station must have at least 4 doctors. Therefore, adding tasks and human resources from health centers to health stations will help increase the number of doctors at the commune level by 35-45. This is an important force, contributing to improving the capacity of medical examination and treatment, meeting the requirements of primary health management for people in the context of increasing demand.
Reorganizing the grassroots health network in a streamlined manner but enhancing expertise is a suitable solution to overcome human resource limitations, while creating a better working environment for the medical team, increasing the ability to attract high-quality human resources to the grassroots health sector.
Doctor Vo Van Phong - Director of Hoanh Son Medical Center said: "According to the industry's arrangement plan, Hoanh Son Medical Center will be dissolved to comply with the operation of the 2-level local government model. Up to now, the center has completed all conditions to be ready to transfer human resources and equipment to the medical stations. With a staff of 18 doctors and nurses along with synchronous equipment and machinery, when transferred to the station, it will significantly supplement human resources, thereby improving the effectiveness of primary health care and protection for the people."

Mr. Nguyen Minh Duc - Director of the Department of Health emphasized that when health stations are given appropriate autonomy, supplemented with human resources and equipment, and linked to population prevention tasks, with direct management from the commune level and professional guidance from the industry, the grassroots health network will fully promote its role as the frontline in people's health care.
Based on the guidance from Circular 43/2025/TT-BYT of the Ministry of Health along with the plan to reorganize the apparatus of public service units that the industry has built, in the coming time, we will quickly advise the Provincial People's Committee to hand over the health stations to the People's Committees at the commune level for management. Depending on the actual situation of each locality, in addition to 69 health stations, the industry will advise on the establishment of additional stations to ensure the most convenient and effective protection and health care for people.
