
The government has just issued Resolution No. 7/NQ-CP dated January 12, 2026, on assigning targets for social housing development to localities for the period 2026-2030.
Developing social housing for the people has been identified by the Party and the State as a political commitment and an important task of the Party and the entire political system, reflecting the characteristics and positive nature of our regime; it is one of the key priority tasks in the socio-economic development of the country. This is both a social security issue and a driving force for socio-economic development, contributing to increased investment and consumption, and ensuring social progress and equity.
Over the past period, the Government and the Prime Minister have decisively directed and implemented many tasks: issuing 22 Resolutions, 12 Directives, Decisions, and Official Telegrams on the development of social housing; the Prime Minister has also chaired national conferences to implement the development of social housing… with many specific and decisive solutions and tasks to overcome difficulties and promote the development of social housing.
By the end of December 2025, the whole country will have 698 social housing projects under implementation with a scale of 657,441 units, including: 193 completed projects with a scale of 169,143 units; 200 projects that have started construction and are under implementation with a scale of 134,111 units (of which 90 new projects with a scale of 95,630 units will start in 2025, and 102,633/100,275 units have been completed (reaching 102%)); and 305 projects with approved investment policies, with a scale of 354,187 units.
Thus, the number of completed, commenced, and approved investment projects by 2025 has reached 62% of the target set in the Plan (approximately 1,062,200 units). Although progress has been made in social housing development in recent years, achieving the Plan's goal of completing the construction of at least 1 million social housing units by 2030 remains a very challenging task with a large volume of work.
Therefore, to achieve the objectives of the entire Project, the Government unanimously directs all levels, sectors, and localities to develop social housing as an important political task, reflecting the positive nature of the regime, linked to the goal of socio-economic development, ensuring social security and stability of people's lives. It emphasizes mobilizing social resources, especially from large real estate enterprises with capacity, experience, social responsibility, and vision, while selecting major localities with high social housing needs for implementation.
By 2030, the target of investing in and constructing at least 1 million social housing units for low-income earners and industrial zone workers must be completed or exceeded.
According to Resolution No. 7, Ha Tinh province has been assigned a target of completing 8,548 houses in the 2025-2030 period; specifically: 688 houses in 2026; 510 in 2027; 600 in 2028; 800 in 2029; and 570 houses in 2030.
Currently, three social housing projects with a total of 3,567 units are being implemented in Ha Tinh province: the Phase II social housing project in Thanh Sen ward, which is under construction; the social housing project in Thach Trung ward, whose project details have just been announced; and the social housing project in Thanh Sen ward at plot HH.1-02, which is undergoing related procedures.

Local authorities should base their efforts on the assigned targets for social housing development, aiming to complete or exceed those targets to contribute to the overall national goal.
The government has assigned the Ministry of Construction to monitor, guide, urge, and compile the results of the implementation by localities, and periodically report to the Prime Minister.
Provincial People's Committees shall incorporate the annual targets for social housing development assigned in this Resolution into their annual socio-economic development plans for implementation. For projects already under construction, investors must be urged to focus resources on implementation and strive for completion by 2026. They shall organize the preparation and approval of a list of identified land plots for social housing development and social housing projects; and allocate sufficient land for social housing construction in convenient locations with integrated technical and social infrastructure.
