At the commune and ward levels, all digital transformation activities directly affect the people. This is where documents are received, procedures are processed and daily services are provided, so people feel the effectiveness of digital government mainly from here. Therefore, the cadres doing digital transformation at the commune and ward levels not only do technical work, but also play a very important role in making digital transformation truly come into life, bringing convenience to people and better supporting businesses.

Speaking at the opening ceremony, Mr. Le Thanh Dong - Director of the Department of Science and Technology of Ha Tinh emphasized that digital transformation must start from the commune and ward levels, the places closest to the people and most clearly reflect the effectiveness of digital government. Digital transformation cadres at the grassroots level "are the core force, the key link" to bring technology to serve the people in a practical way.
"The Department of Science and Technology will continue to provide technical support and knowledge to help commune and ward officials operate digital platforms well, contributing to building digital government and digital society in Ha Tinh," said Mr. Dong.
The 2025 course equips students with essential skills in implementing digital transformation at the grassroots level, including: operating digital platforms and information systems of communes and wards; digitizing records and managing data; applying AI to improve work efficiency; guiding people in using online public services; information security skills and preventing fraud in the digital environment.
With the method of "learning to the point, practicing immediately", students can apply it directly to their daily work, contributing to shortening procedure processing time, reducing errors and increasing transparency.

When commune and ward officials are fully equipped with digital capabilities, people will clearly feel the benefits: reduced travel time, more convenient online application submission, quick receipt and search of results, limited paperwork and reduced risk of harassment; at the same time, access to official and safer information.

The program is implemented by the Department of Science and Technology in collaboration with the ITAT Institute - a unit with extensive experience in digital transformation training and AI application for officials and civil servants. The curriculum is designed based on the actual needs of the commune and ward levels, combining practical training and direct instruction, helping students confidently implement immediately after the course.
The Department of Science and Technology said it will continue to expand specialized training programs in the coming time, aiming to build a team of grassroots cadres with solid technological skills, contributing to promoting synchronous digital transformation from the grassroots to the whole province.
