The Low Carbon Ferro Chromnium Refining Plant Project of Lirr Vietnam Metallurgical Materials Company Limited was approved for investment in principle by the Ha Tinh Economic Zone Management Board in March 2025. This is an FDI project implemented by an investor based in Hong Kong (China), with a total investment of nearly VND 44.6 billion.
The project aims to produce chromium, manganese, nickel alloys from electrolytic refining and aluminum, scrap metal.

According to the Ha Tinh Economic Zone Management Board, this is the first non-ferrous alloy refining project in the province. Low-carbon Ferro Chromnium alloy products will be the input material for the stainless steel, acid-resistant steel, and heat-resistant steel industries.
According to Mr. Huang Ya Dong - General Director of Lirr Vietnam Metallurgical Materials Co., Ltd.: The project does not construct a structure but only installs equipment lines on the factory area rented from Tien Thanh Non-ferrous Metal Co., Ltd. in Vung Ang Economic Zone. With a design capacity of 12,000 tons of products/year, we aim to form a factory to supply input materials for the stainless steel and heat-resistant steel industry in Vietnam and neighboring countries. Currently, the demand for this item in the world is very large, so the project implementation will certainly catch the wave of stainless steel industry development. In particular, when the project comes into operation, it will certainly attract many secondary investors to Vung Ang Economic Zone".

At this time, the factory leasing unit, Tien Thanh Non-ferrous Metal Company Limited, is focusing on human resources, machinery and equipment to install the factory structures. According to the design, the project will have 2 factories with an area of over 6,000 m2 ; including 1 metallurgical factory (including 2 metallurgical furnaces) and 1 warehouse for raw materials and by-products.
Mr. Nguyen Tien Trinh, a technical staff of Lirr Vietnam Metallurgical Materials Co., Ltd. shared: “The factory uses closed arc furnace equipment with an automatic fuel supply system, controlled and monitored by a computer system. In particular, the factory has invested in an environmental treatment system with the most modern dust filtration system, allowing for thorough treatment of smoke and dust and maximum recovery of waste for recycling, ensuring environmental safety.”

In the initial phase of project implementation, Lirr Vietnam Metallurgical Materials Co., Ltd. is creating jobs for 10-15 foreign experts. When operating, the company is expected to create jobs for nearly 100 Vietnamese workers. Currently, the enterprise is planning to recruit workers to promptly train and transfer technology to factory workers to operate equipment and perform production operations.
“It is expected that by the end of August, we will proceed with installation and testing. Currently, the machinery line has been imported by the company from abroad, ready to be installed after completing legal procedures. The company strives to officially put the project into operation in early September,” informed Mr. Huang Ya Dong - General Director of Lirr Vietnam Metallurgical Materials Co., Ltd.

With the implementation of the Low Carbon Ferro Chromnium Refining Plant in Vung Ang Economic Zone, Lirr Vietnam Metallurgical Materials Company Limited not only brings in revenue but also contributes to creating jobs for workers in Ha Tinh. This is also a major milestone in the Ha Tinh metallurgical industry in particular and the country in general; thereby promoting the advantages of deep mineral processing, reducing raw ore exports, increasing product value and increasing budget contributions to the locality.
