Ha Tinh speeds up disbursement of public investment capital, striving to "finish before G hour"

Units and contractors speed up construction progress to disburse capital in the last months of 2025.

According to statistics from the Ha Tinh Department of Finance, by November 30, 2025, the total disbursement value of the public investment capital plan managed by the locality reached VND 6,505 billion, equivalent to 137% of the plan assigned by the Prime Minister and equal to 60% of the plan implemented by the locality. Thanks to that, Ha Tinh continues to maintain its position in the group of localities with a public investment capital disbursement rate higher than the national average.

To achieve this result, from the beginning of the year, the capital allocation work was carried out early by the Provincial People's Committee, creating a basis for localities to make timely payments to construction contractors. The Provincial People's Committee also established 3 working groups headed by Vice Chairmen of the Provincial People's Committee, directly directing, urging, and removing difficulties and obstacles for each project and each investor.

Despite many positive results, the overall picture of public investment disbursement is still not as expected. Notably, the disbursement rate compared to the capital plan assigned by the province is still low; especially the group of additional capital sources with targets from the central budget, disbursement only reached 27.4% of the assigned capital plan, and foreign capital disbursement only reached 37.2% of the assigned capital plan.

Mr. Le Anh Dung - Deputy Director of the Department of Finance said: "The fact that some capital sources have not been disbursed as expected is due to many reasons. First of all, compensation, support and site clearance continue to be the biggest bottleneck, directly affecting the construction progress. Unfavorable weather conditions in the last months of the year have slowed down the pace of implementation of bidding packages and affected the ability to complete the volume, to disburse capital on schedule".

“In addition, a number of projects are preparing for investment with additional capital from the central budget on a large scale, but up to now, the investment documents and procedures have not been completed. The delay in the preparation stage has reduced the implementation time, thereby affecting the ability to absorb capital,” added Mr. Le Anh Dung, Deputy Director of the Department of Finance.

"Sprint" to disburse public investment capital

As the year-end approaches, the construction atmosphere at project sites becomes more urgent and bustling. Investors and contractors are mobilizing maximum human resources and equipment, organizing construction in 3 and 4 shifts to take advantage of favorable weather days. At the same time, the acceptance work and completion of payment documents for completed items are also prioritized to speed up, ensuring timely disbursement according to plan.

Sharing about the unit's efforts, Mr. Nguyen Van Tiep - representative of Thanh Huy Group Joint Stock Company said: "Taking advantage of favorable and sunny weather, the unit has mobilized maximum human resources and machinery, organizing construction in 3 shifts and 4 teams. Currently, the project to upgrade and expand National Highway 8C from the intersection of National Highway 8 in Tu My commune to the intersection of Ho Chi Minh road, Huong Son commune has disbursed 60%. The unit is striving to complete the asphalt paving of the entire route by the end of December 2025, and at the same time fully disburse capital according to the assigned plan."

The urgent construction atmosphere and proactive spirit of contractors and investors are also spreading at construction sites and projects in Ha Tinh. This demonstrates the great efforts and determination of the units to complete the capital disbursement target in 2025, contributing to promoting public investment progress and creating momentum for local economic growth.

Mr. Tran Dang Khoa - Construction Joint Stock Company 47 added: "Taking advantage of every day, every hour, when the weather is clear, the unit mobilizes maximum human resources and equipment to speed up the construction of the new spillway foundation pit and the main dam of the Ke Go Lake Upgrade and Repair Project, with a total investment of 350 billion VND. This not only helps to make up for the time interrupted by floods and rains, and disburse capital well in 2025, but also creates conditions for the project to follow the schedule, aiming for completion in June 2026".

To speed up the disbursement of public investment capital in 2025, the People's Committee of Ha Tinh province has just issued Document No. 9393/UBND-TH2 requesting departments, branches, project management boards and local People's Committees to focus on and strictly implement the direction of the Standing Secretariat and the Standing Committee of the Provincial Party Committee on speeding up the disbursement of public investment capital, considering this a key political task in the last months of 2025.

Mr. Le Anh Dung - Deputy Director of the Department of Finance added: "To complete the disbursement target, the key requirement is to increase the efforts and determination of all levels, sectors and localities in each step of project implementation. Besides, financial agencies also play an important role in the disbursement of public investment capital. Implementing the direction of the Provincial People's Committee, departments and sectors identify this as a key and consistent political task and also a responsibility to promote growth, making an important contribution to sustainable socio-economic development. This is an important criterion to evaluate the level of completion of year-end tasks of leaders and units".

Disbursement of public investment capital plays an important role in promoting growth, completing infrastructure and enhancing the development capacity of Ha Tinh. The results achieved in 2025 will create a foundation for Ha Tinh to enter 2026 with higher requirements on progress and investment efficiency of projects; continue to focus on removing bottlenecks, improving project management discipline, completing investment preparation work and synchronously implementing solutions, to ensure timely disbursement, contributing to promoting sustainable socio-economic development.
