Hai Duong proposes to invest 345 billion VND to build National Highway 5 service road
Hai Duong Department of Planning and Investment proposed to invest more than 345 billion VND to build a National Highway 5 service road through Cam Giang district.
At the October meeting (2nd time) of the People's Committee of Hai Duong province, the Department of Planning and Investment of Hai Duong reported to the People's Committee of Hai Duong province on the proposal of investment policy for the frontage road project along National Highway 5 through Cam Giang district, with the total estimated investment of more than 345 billion VND. Implementation period 2024-2026.

The service road project along National Highway 5 on the right of the route from Ghe intersection to Lai Cach intersection (Km 40+240 - Km 43+870) the remaining sections and from Lai Cach Commercial Urban Area to the end of Cam Binh Shoe Company on the left of the route (Km 44+205 - Km 44+795).
The project investment objective is to synchronously connect the feeder roads in Cam Giang district, improve exploitation capacity, ensure traffic safety, improve travel conditions, and reduce traffic congestion and accidents on National Highway 5.
At the same time, creating favorable conditions for people and businesses in the area to live, produce and do business; gradually completing the system of service roads along both sides of National Highway 5 through Cam Giang district and Hai Duong province; contributing to attracting investment and developing the socio-economy of Cam Giang district in particular and Hai Duong province in general.

According to the investment plan, the right-hand side of Highway 5 from Ghe intersection (Km 40+240) to Lai Cach intersection (Km 43+870) includes 4 sections.
Specifically, Section 1 has the starting point intersecting with District Road 195B (Ghe intersection area at Km 40+240 National Highway 5); the end point connecting with the service road through Tan Truong Industrial Park at Km 40+655 National Highway 5; length of about 419.5 m.
Section 2 has the starting point connecting to Tan Truong service road (corresponding to Km 41+815 National Highway 5). The end point connects to Tan Truong Industrial Park service road (corresponding to Km 42 National Highway 5), the length of the route is about 178.5m.
Section 3 has the starting point connecting to Tan Truong service road (corresponding to National Highway 5 at Km 42+142). The end point connects to the service road through Cam Giang District Treasury (corresponding to Km 43+120 National Highway 5), the length of the route is about 985m.
Section 4 has its starting point at the intersection with Nguyen Danh Nho Street and the road passing through Cam Giang District Treasury (corresponding to Km 43+525 National Highway 5). The end point is at the intersection of Lai Cach town (corresponding to Km 43+870 National Highway 5), the length of the section is about 301.65m.

The left-side service road from Lai Cach commercial urban area to the end of Cam Binh Shoe Company on the left side of the route (Km 44+205 - Km 44+795 National Highway 5). The starting point of the route intersects with Hoa Binh street in Lai Cach commercial urban area (corresponding to Km 44+190 National Highway 5). The end point is at the end of Cam Binh Shoe Company area (corresponding to Km 44+786 National Highway 5), the length of the route is about 593.5 m.
The total length of the above sections is about 2.48 km, the service roads are built according to the standards equivalent to the level IV plain road in accordance with the approved planning scale. The project uses about 3.22 hectares of land in Cam Giang district.

At the meeting to listen to the proposed report, Mr. Le Ngoc Chau, Chairman of Hai Duong Provincial People's Committee, agreed on the investment policy for the National Highway 5 service road project through Cam Giang district.
Mr. Chau requested the Department of Planning and Investment, Department of Transport and Cam Giang district to absorb the opinions of the leaders of the Provincial People's Committee, departments and branches at the meeting, continue to review the total investment, especially the site clearance cost, and estimate that if the cost arises, it will still be in the reserve. Assign the Provincial People's Committee Office to complete the draft to report to the Party Committee and submit to the Provincial Party Standing Committee.
Also at this meeting, the People's Committee of Hai Duong province reviewed the reports of the Department of Planning and Investment of Hai Duong on the proposal to issue a Decision on the List of land plots to be auctioned to select investors using land in Hai Duong province; report on proposed adjustments to investment policies for projects: Investment in construction of roads and Van bridge connecting National Highway 37 from Chi Linh city to Trieu bridge approach road, Kinh Mon town; Investment in construction of extended Provincial Road 396 (section connecting from Provincial Road 391 to Provincial Road 390); Upgrading and expanding Provincial Road 391 from Hai Duong city to the East-West axis road, Hai Duong province. Reviewed the report on the zoning plan for Hoang Dieu Industrial Park, Gia Loc district, scale 1/2000 of the Department of Construction.
