However, Ms. Lan only waited less than 30 minutes, and the results were delivered to her. Ms. Lan was very satisfied because she did not have to receive an appointment letter and did not have to wait long.
Mr. Dong Minh Hien, Chairman of Dong Cam Commune People's Committee, said that when people come to resolve administrative procedures, if they have complete documents according to regulations (except for cases that require verification), the officers and civil servants will resolve and return the results immediately, without having to wait or receive an appointment to wait for the results according to regulations.
With the goal of taking the satisfaction of people and businesses as the center of service, from 2021 to now, the Department of Culture, Sports and Tourism has reduced the processing time for the administrative procedure "Notification of advertising group" from 15 days to 5 working days. Shortening the processing time has helped organizations and individuals save time and costs.
In 2023, this agency continues to apply the initiative of "Receiving and simultaneously handling 2 procedures: organizing art performances in the management area and receiving dossiers of advertising product notifications on billboards and banners". Handling 2 procedures simultaneously has helped reduce 50% of the time and travel costs of businesses and individuals because instead of submitting twice as before, individuals and businesses that need to grant performance licenses and advertising licenses on billboards and banners at the same event will only have to submit once and receive the results of both procedures. In 2023, the department has handled dozens of administrative procedure dossiers for businesses and individuals in this form.
Improving civil servant culture
In 2023, with 90.23 points, the satisfaction index of administrative services of Hai Duong province ranked 3rd out of 63 provinces and cities nationwide, up 9 places compared to 2022. This result shows the strong determination of authorities at all levels in caring for and serving the people.
The highlight is that the agencies and units in the province have tightened discipline, order, and enhanced the responsibility of the heads of agencies, units, and localities in administrative reform. Mr. Hoang Quoc Huy, Head of the Organization and Administrative Reform Department (Department of Home Affairs) said that recently, the province has identified public service culture as the core content in reforming the public service regime. Officials and civil servants assigned to administrative reform tasks, especially those working in "one-stop" departments at all levels, must comply with regulations on public service culture. Units and localities clearly stipulate that officials and civil servants are responsible to the heads of the units and localities if they have acts of harassment, negativity, obstruction, failure to implement or improper implementation of procedures for handling administrative procedures...
