According to the Department of Agriculture and Environment, the response to storm No. 3 (storm WIPHA) was promptly deployed by all levels, sectors and localities of the city under the direction of the Central Government and the city. In particular, the Border Guard used the search and rescue information system (SAR) to notify the families of ship owners, captains, and owners of aquaculture cages; and instructed fishermen and owners of vehicles operating at sea, especially offshore fishing vehicles, to grasp the developments of the storm in order to proactively move.

As of 7:00 a.m. on July 19, the entire city had organized a count and notified 1,657 vehicles with 4,668 workers, 157 cages with 289 people; 3 watchtowers with 6 people operating and anchoring, to know the storm's developments to proactively prevent. Localities and Project Management Boards (investors) have increased inspections of dikes and irrigation works and proactively handled any incidents that may arise from the first hour; immediately implemented measures to ensure safety for the works. Agencies and units have stepped up propaganda about the developments of storm WIPHA, helping organizations and individuals to proactively prepare to implement response measures and protect agricultural production. Localities are mobilizing forces, materials, means and equipment to promptly deploy according to the "four on-site" motto.
By July 18, the entire city had planted 56,000 hectares of winter-spring rice, currently has about 9,900 aquaculture cages and 7 rafts for mollusc farming at sea (Cat Ba). Key dykes, embankments, and culverts were urgently built by communes, wards, and special zones, and key protection plans were approved; irrigation project exploitation companies have drained buffer water, prepared vehicles, and dispatched standing forces to operate as required.

After listening to the opinions of the departments and branches, Vice Chairman of the City People's Committee Tran Van Quan requested the departments, branches and localities to grasp the developments of the storm to advise and propose specific, clear and realistic storm prevention plans and scenarios in each area. The Department of Agriculture and Environment was assigned to receive the proposals of the departments, branches and localities, and advise the City People's Committee to issue documents directing and operating natural disaster prevention work.

Units and localities closely monitor the situation and direction of the storm, study and propose appropriate times to issue a sea ban, develop plans to relocate cages and people out of dangerous areas; have plans to support essential necessities, materials and equipment to support people. The Vice Chairman of the City People's Committee assigned the Department of Industry and Trade to direct the electricity sector to have a plan to ensure a smooth power source for communication, direction and operation of the city; have a plan to protect wharves and provide goods and services when situations arise.
