Hai Phong sets growth target of over 13%

(Dan Tri) - Hai Phong City Party Committee held its second meeting, setting a growth target of 13% or more for 2026, towards a new development stage.

On the afternoon of November 29, the Standing Committee of the Hai Phong City Party Committee convened the second City Party Committee Conference to listen to reports and give opinions on many important contents. The Conference was chaired by Secretary of the City Party Committee Le Tien Chau, Deputy Secretaries and leaders of the People's Council, People's Committee, and Fatherland Front Committee of the city.

Attending the conference were representatives of the Central Party Building Committee, members of the Standing Committee, members of the City Party Committee, leaders of departments, branches, and socio- political organizations. The conference took place in person combined with online connection to communes, wards, and special zones.

Delegates listened to reports on the implementation of tasks in 2025; directions for tasks in 2026; results of the two-level government model; progress of urgent tasks; personnel work, inspection, supervision and Party discipline. The City Party Committee also discussed the 2025-2030 full-term work program and the socio-economic development, national defense and security plan for the 2026-2030 period.

Leaders of sectors and localities analyzed the results of GRDP growth, public investment disbursement, industrial development, and activities of People's Councils at the commune level. The units affirmed their determination to fully complete the targets for 2026.

In his closing speech, Secretary of the City Party Committee Le Tien Chau assessed that 2025 is a challenging period but demonstrates the Party Committee's mettle and organizational capacity. He said the city has maintained double-digit growth for 11 consecutive years and achieved many results in Party building, administrative reform, and digital transformation.

The City Party Secretary praised the efforts of the political system but also pointed out limitations such as FDI attraction and IIP growth not meeting expectations; some tasks are still slow; the sense of responsibility of some officials has not met requirements.

Regarding orientation, he emphasized the growth target of 13% or more in 2026 and the 2026-2030 period, striving to double the GRDP scale after 5 years. The Party Committee requested to concentrate elite resources on the establishment of the General Planning and Socio-Economic Planning, aiming to turn Hai Phong into the largest seaport, logistics and industrial center in the country.

The city targets total investment capital of VND363,000 billion in 2026, of which the processing and manufacturing industry will continue to be the growth driver, contributing 44.5% of GRDP. The Party Committee requested a review of land funds and industrial park infrastructure, a list of projects eligible for promotion, and proactively approaching large corporations.

The City Party Secretary directed to urgently build progress for key projects such as Tan Trao Industrial Park, LNG Power Plant worth over 6 billion USD, industrial zones and clusters. The city strives to start construction in the first quarter of 2026 on the Ninh Binh - Hai Phong Expressway and Nam Do Son Port; and start construction on the East - West high-speed road in 2026.

He emphasized that the work of evaluating cadres is a decisive factor. From 2026, the City Party Committee will classify cadres quarterly and will transfer or assign other jobs to cadres who do not complete their tasks, especially heads of sectors and localities.

The City Party Committee continues to assign tasks according to the principle of 6 clear points, strengthen inspection, supervision, and early prevention of violations; at the same time, protect cadres who dare to think and dare to do. The City Party Committee Office is assigned to review and decentralize more strongly to subordinate Party Committees.

The City Party Secretary affirmed that the expectations of the Central Government and the people are very high. He emphasized that the important thing is concrete results, speed of implementation and final effectiveness. He asked Party committees and leaders at all levels to maintain discipline and take decisive action to bring the city into a new stage of development.

On the same morning, the City Party Committee gave opinions on adjusting Resolution 09 on social housing development; the master plan for the Southern coastal economic zone; summarizing Resolution 18 and summarizing the work of preventing corruption and waste in the 13th term. After listening to the report, the City Party Committee agreed on the policy and assigned the Standing Committee of the City Party Committee to complete and issue notices for each content.
