According to the Hai Phong Department of Finance, in the first 11 months of 2025, the entire city disbursed 31,713 billion VND in public investment capital, reaching 88.4% of the plan assigned by the Prime Minister, reaching 80.2% of the capital plan assigned by the City People's Council (39,556 billion VND) and ranked 5th out of 34 provinces and cities in terms of total disbursed capital.
