The working session is part of a series of field surveys to evaluate the implementation of Decree 32/2024/ND-CP and promote the construction of an ecological industrial cluster model associated with green transformation and sustainable development.

Speaking at the working session with the delegation of the Department of Innovation, Green Transformation and Industrial Promotion (DEC), Mr. Pham Tuan Hai, Deputy Director of the Department of Industry and Trade of Hai Phong informed: Hai Phong currently has about 80 industrial clusters with a total area of ​​over 4,000 hectares, of which 40 industrial clusters have come into operation, attracting over 500 secondary projects and creating jobs for about 75,000 workers.

In the development plan for the 2025 - 2030 period, the city aims to have 97 industrial clusters with a total area of ​​more than 5,200 hectares, aiming to transform the development model towards green - circular - ecological.

Some initial pilot models have shown a new direction, typically: Tien Cuong II Industrial Cluster, Quyet Thang Commune, Hai Phong City: Area 48.7 hectares, total investment capital of more than 450 billion VND, infrastructure completed in June 2025. The cluster is being oriented to develop according to the "ecological industrial cluster" model, encouraging the reuse of treated wastewater and energy recovery in production.

Nam Cau Kien Industrial Park, Thien Huong Ward, Hai Phong City: With an area of ​​over 260 hectares, this place is known as the first ecological industrial park model in the North, implementing activities of "converting waste into resources", building an industrial waste recycling center and an environmental education experience area.

At the working session, the working delegation of the Ministry of Industry and Trade led by Mr. Nguyen Van Thinh, Deputy Director of the General Department of Securities, listened to a detailed report from the Hai Phong Department of Industry and Trade and conducted a field survey at a number of typical industrial clusters.

In reality, opinions from localities and businesses focused on a number of difficulties: Some industrial clusters established before 2010 have not been adjusted in the direction of advising to remove these industrial clusters from the industrial cluster planning. Procedures for transferring and adjusting investors are still prolonged; financial mechanisms for enterprises investing in infrastructure are not suitable. Detailed instructions on criteria for ecological industrial clusters according to Decree 32/2024/ND-CP are still in the process of being completed, making it difficult for enterprises to access support policies.

At the meeting, Mr. Nguyen Van Thinh emphasized: “Developing ecological industrial clusters not only helps reduce emissions, but also brings long-term economic efficiency. The Ministry of Industry and Trade hopes that localities like Hai Phong will be pioneers in the transformation, to form a network of ecological industrial clusters in the Northern coastal region, an important link in the process of sustainable industrialization”.

Mr. Pham Hong Diep, Chairman of Shinec Joint Stock Company - Investor of Nam Cau Kien Industrial Park, also requested the Ministry to soon issue specific technical guidelines so that enterprises can proactively implement the model of "industrial waste exchange", "energy infrastructure sharing" and "circular recycling" according to international standards.

At the end of the working session, the Ministry of Industry and Trade delegation acknowledged Hai Phong's efforts in developing the industrial cluster system, especially the integration of green transformation and ecological production into the planning for the 2025-2030 period.

The Securities Trading Department requested the Hai Phong Department of Industry and Trade to continue reviewing and evaluating industrial clusters that are eligible to pilot ecological models, and coordinate with the Ministry of Industry and Trade in perfecting investment incentive mechanisms, green transformation support policies and synchronous technical guidance for infrastructure enterprises.
