Hai Phong launches many resettlement areas for Lao Cai - Hanoi - Hai Phong railway project

On November 14, according to information from the Propaganda and Mass Mobilization Department of Hai Phong City, to implement the investment project of the Lao Cai - Hanoi - Hai Phong railway line, the People's Committee of Hai Phong City approved 5 land clearance projects in the areas of An Lao, Cat Hai, Duong Kinh, Kien Thuy, and Nam Do Son.

The Lao Cai - Hanoi - Hai Phong railway construction investment project is a national key project. The project is not only a vital traffic bridge, promoting trade, tourism and investment, but also a symbol of Vietnam's aspiration to rise, integrate and develop. When completed, it will promote the advantages of the Lao Cai - Hanoi - Hai Phong economic corridor.

The project has a total main line length of nearly 90km including the East and West of Hai Phong , 2 branch lines of more than 20km. The project passes through 23 communes, wards and special zones of Hai Phong city. In Hai Phong city, it is planned to have 6 main stations and 3 technical operation stations.

To implement the project, the total area to be recovered is more than 600 hectares with more than 6,000 households affected. Hai Phong City estimates the total cost for site clearance to be more than 11,200 billion VND, thereby building 22 resettlement areas for households whose land is recovered to implement the project.

Recognizing the importance of the project to the locality and region, Hai Phong City has approved five site clearance projects in the areas of An Lao, Cat Hai, Duong Kinh, Kien Thuy, and Nam Do Son.

Two other projects are being appraised in the Hai An area and the project to relocate and restore technical infrastructure in Kien Thuy. The local government is urging the investor to complete the dossier to submit for appraisal of the infrastructure relocation project in An Lao.

Hai Phong City leaders have identified resettlement as a key task, directly related to the lives and housing of the people. Currently, the locality has identified more than 1,700 households that need resettlement. 14 resettlement projects have been assigned to investors for implementation (11 projects in the West, 3 projects in the East of Hai Phong), with a total area of ​​nearly 60 hectares. 12 resettlement projects have been approved, 2 other projects are in the appraisal process. Along with that, many resettlement areas are being implemented in the localities of An Khanh, An Hung, Kien Thuy, Kien Hai, Duong Kinh.

According to Resolution 187/2025/QH15 of the National Assembly, the Lao Cai - Hanoi - Hai Phong railway project is about 419km long with a total capital of 203,231 billion VND (equivalent to 8.37 billion USD), starting construction in December 2025 and striving to be completed no later than 2030. The Lao Cai - Hanoi - Hai Phong railway project has organized simultaneous site clearance in 20 localities where the route passes through, preparing well for the large-scale construction phase expected from 2026, ensuring the construction progress on December 19, 2025.
