
On the afternoon of July 19, the Bach Long Vi special zone authorities held an urgent meeting with the participation of the zone’s leaders, units and armed forces stationed in the area to respond to storm WIPHA (storm No. 3). At the meeting, the zone’s leaders requested that the units and armed forces stationed in the area urgently mobilize owners of vehicles anchored at Bach Long Vi to move to the mainland and tow small vehicles to the island to take shelter from the storm.

By 4 p.m. the same day, there were 108 ships operating in the Bach Long Vi sea area. Of these, 8 were merchant ships moving along the maritime route, and 100 vehicles were moving to the mainland. 25 ships with 38 workers were anchored at Bach Long Vi port.


On the same afternoon, Hung Thang Commune People's Committee held a steering committee meeting to immediately deploy the work of reviewing, checking, and counting boats and aquaculture households. By 5:00 p.m. on the same day, the local nearshore fishing boats had basically gathered safely at the wharf. Hung Thang Commune has 9.2 km of sea dykes, of which more than 1.1 km of dykes have not been hardened. There are currently some weak culverts under the dykes such as Thanh Tre culvert and Ba Gian culvert. Regarding the winter-spring rice area, farmers in the commune have planted about 600 hectares. On the morning of July 19, An Hai Ward People's Committee established an inspection team to prevent storm No. 3. Ward leaders requested the Economic , Infrastructure and Urban Department, residential groups and An Hai Irrigation Works Exploitation One Member Co., Ltd. to arrange forces to patrol and guard the dike, arrange to gather vehicles and materials at key sluices: Dam Quan, Dao Yeu, Tien Sa II, Hoang Mai I, ready to respond to incidents that may occur before, during and after the storm.

Proactively lower the buffer water level in the main system, including An Kim Hai and Dang Quoc Hong canals, to prevent heavy rains causing flooding, protecting agricultural production, especially in areas growing flowers and ornamental plants in the ward.

According to the National Center for Hydro-Meteorological Forecasting, at 4:00 p.m. on July 19, the center of storm No. 3 was at about 20.7 degrees north latitude, 118.4 degrees east longitude, in the northeastern sea area of the North East Sea. The strongest wind near the center of the storm is level 10, gusting to level 12. Storm No. 3 is moving west-northwest at a speed of about 20km/h.

It is forecasted that in the next 24 - 72 hours, storm No. 3 will continue to strengthen. At 4:00 p.m. on July 20, the center of storm No. 3 was at about 21.7 degrees north latitude, 113 degrees east longitude, in the northern part of the East Sea, about 370 km east of Leizhou Peninsula (China). The strongest wind near the center of the storm is level 11 - 12, gusting to level 15. The storm continues to move west-northwest at a speed of 20 - 25 km/h.
