Information from the Department of Education and Training of Hai Phong , at the 10th grade entrance exam for the 2025-2026 school year in Hai Phong , in the first round of admission, candidate Pham Huy H., registration number 1702xx, passed the first public admission to Le Quy Don High School with an admission score of 26.25. And completed the admission procedures at the school.
On July 5, the Department of Education and Training announced the second round of admission scores for grade 10 high school in the 2025-2026 school year for specialized classes at Tran Phu High School for the Gifted. Accordingly, the benchmark score for grade 10 specializing in Russian is 34.95 points, along with a list of 35 successful candidates. Among them, candidate Pham Huy H. scored 34.95 points, ranked 35th (in order of admission scores from highest to lowest). After that, Pham Huy H. withdrew his application from Le Quy Don High School to enroll at Tran Phu High School for the Gifted.
On July 11, the Hai Phong Department of Education and Training received a citizen's request to re-check the admission results for the 10th grade Russian language class of candidate Pham Ngoc Huyen Th., registration number 1505xx.
Initial test results show that candidate Pham Ngoc Huyen Th., candidate number 1505xx, has a score of 35.5 points for admission to the 10th grade of Russian language major (7.25 points for Mathematics; 6.75 points for Literature; 9.5 points for English; 6.0 points for English major), enough to pass the exam but is not on the list of candidates admitted to the 10th grade of Russian language major for the second time.
In response to the above incident, the Department of Education and Training has requested the software provider for 10th grade high school admissions for the 2025-2026 school year to check and review the second round of admission results.
As a result, the second benchmark score for the 10th grade of Russian language major is 35.05 points. Thus, candidate Pham Ngoc Huyen Th. is eligible to be admitted to the 10th grade of Russian language major. Candidate Pham Huy H. is not eligible to be admitted to the 10th grade of Russian language major as previously announced.
Regarding this incident, the representative of the Hai Phong Department of Education and Training explained that, according to information from the software provider, candidate Pham Ngoc Huyen Th. registered for Choice 1: English specialized class; Choice 2: Chinese specialized class; Choice 3: French specialized class; Choice 4: Korean specialized class; Choice 5: Russian specialized class; Choice 6 (public choice 1): Le Hong Phong High School.
The enrollment software is programmed based on the candidates' wishes. Because candidate Pham Ngoc Huyen Th. was admitted to Le Hong Phong High School but did not enroll, the enrollment software system automatically removed her name from the second admission list.
However, according to regulations, candidates are still considered for admission to higher wishes in the next admission rounds. The Hai Phong Department of Education and Training said that this was an unexpected technical problem during the data processing process of the software system.
On July 11, the Department of Education and Training contacted and discussed directly with the parents of candidate Pham Huy H. to provide information about the above incident, and at the same time accepted responsibility and apologized to the candidate and his family.
On July 15, the Department of Education and Training of Hai Phong sent a document to Tran Phu High School for the Gifted and Le Quy Don High School to notify about the above incident to enroll candidate Pham Ngoc Huyen Th. into Tran Phu High School for the Gifted, and candidate Pham Huy H. into Le Quy Don High School.
