Hai Phong strives to start construction of 4 industrial clusters on December 19

The Standing Vice Chairman of the City People's Committee, Le Anh Quan, requested units to urgently remove difficulties, complete legal procedures, and strive to start construction of industrial clusters on December 19 to welcome the 14th National Party Congress.

On November 1, comrade Le Anh Quan, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee inspected and listened to progress reports on the implementation of investment projects to build technical infrastructure in industrial clusters: An Tho, Chien Thang, Dung Tien - Giang Bien and An Phu.

Checking the actual progress of the implementation of the An Phu Industrial Cluster Infrastructure Investment Project in Tran Lieu Ward and Kinh Mon Ward, the Standing Vice Chairman of the City People's Committee requested the units to urgently remove difficulties, complete legal procedures, and strive to start construction of the industrial clusters on December 19 to welcome the 14th National Congress of the Party.

The leaders of the Department of Industry and Trade reported on the progress of implementing investment projects to build technical infrastructure for industrial clusters.

Tran Lieu Ward must complete the approval of the compensation plan for the remaining land clearance before November 10; propagate and mobilize people to pay in November; and at the same time, prepare documents to request opinions from departments and branches to reclaim land according to regulations. If enforcement measures need to be taken, they must be completed before December 10.

The Standing Vice Chairman of the City People's Committee criticized the investors of the An Tho and An Phu industrial cluster projects for not meeting the schedule for completing investment documents and procedures. The investors urgently coordinated with localities, departments and branches, focused resources, and resolved the backlog of land allocation, site clearance, environment, fire prevention and fighting, environmental impact assessment, and ensured the conditions for starting construction as planned.

The Department of Industry and Trade urges and guides localities to complete procedures, remove difficulties, speed up progress, put industrial clusters into operation soon, and attract effective investment. Review all 80 industrial clusters with a scale of over 4,000 hectares in the city for compliance with planning, environment, security and order, and land use efficiency.

Comrade Le Anh Quan, Permanent Vice Chairman of the City People's Committee delivered a concluding speech at the meeting.

Relevant departments and branches guide and urge localities and investors to ensure progress and state management requirements, contributing to promoting investment attraction and private economic development in the spirit of Resolution No. 68-NQ/TW of the Politburo on private economic development.

An Tho Industrial Cluster (An Hung Commune, Southern Coastal Economic Zone) has a total investment of more than 479 billion VND, a scale of nearly 50 hectares, with An Tho Investment Joint Stock Company as the investor. The project has completed site clearance and is carrying out parallel procedures on environment, fire prevention and fighting, land lease and construction permit; expected to start construction in December 2025.

Chien Thang Industrial Cluster (An Hung Commune) invested by Chien Thang Auto Company Limited has a total investment of more than 392 billion VND, a scale of 30 hectares, has completed site clearance, approved fire prevention and fighting plans... The City People's Committee has leased land and issued a certificate of land use rights. The project is completing construction permit documents, expected to start construction in November 2025.

Dung Tien - Giang Bien Industrial Cluster (Vinh Thuan Commune) invested by Dung Tien Industrial Joint Stock Company, with a total investment capital of VND 486,932 billion, a scale of 49.97 hectares, has completed the necessary procedures, is carrying out procedures to adjust the investment policy, appraise the feasibility study report and grant a construction permit; expected to start construction in December 2025.

An Phu Industrial Cluster (Tran Lieu and Kinh Mon Wards, former Hai Duong Province) invested by NewLand Investment Joint Stock Company, with a scale of 47.4 hectares and a total investment of VND 695,389 billion, has cleared 43.49 hectares of land, completed document appraisal and environmental impact assessment. Continuing to clear the remaining area and relocate more than 400 graves to meet the conditions to start construction in December 2025.
