Hai Phong resolutely prevents smuggling, counterfeit goods, and commercial fraud in the medical field.

DNVN - The People's Committee of Hai Phong City requested departments, branches and localities to strengthen the fight against smuggling, counterfeit goods and trade fraud in the health sector, and at the same time inspect, check and strictly handle violations in the area.

The People's Committee of Hai Phong City has just issued Document No. 2829/UBND-VX, requesting relevant departments, branches, localities and units to focus on fighting and preventing smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights in the medical field. Agencies must strictly implement legal regulations, following the direction of the Government, the Prime Minister, the Committee on Culture and Social Affairs of the 15th National Assembly and the Central Ministries, branches and sectors.

Units are required to strengthen inspection, examination and supervision of establishments producing and trading in drugs, cosmetics, food, health food, medical supplies, and medical chemicals; pay special attention to preventing the production and trading of counterfeit goods and goods of unknown origin. At the same time, agencies must coordinate, share information, detect and strictly handle violations of the law.

The Hai Phong People's Committee also directed the review and assessment of public service responsibilities and professional ethics of cadres, civil servants and public employees, especially in the fields of appraisal, licensing and announcement of medical products. Agencies must inspect and supervise the implementation of regulations on preventing and combating corruption and negativity in the process of handling administrative procedures, promptly correct and strictly handle violations.

Regarding specific tasks, the Department of Health shall preside over and coordinate with departments, branches and functional forces to strictly implement the directions of the Central Government and the Ministry of Health ; advise the People's Committee of Hai Phong City to issue a Plan to implement Directive No. 13/CT-TTg of the Prime Minister and Conclusion No. 1034/KL-UBVHXH15 of the 15th National Assembly's Committee on Culture and Social Affairs, clearly assign functions and tasks to each department, branch and commune-level People's Committee, and establish a mechanism for information coordination between units. The People's Committee of Hai Phong City requires reporting the implementation results before December 15, 2025. Agencies must also organize regular and unscheduled post-inspections and inspections, strictly handle violations and publicize the results on the mass media.

In particular, units must set up hotlines to receive information about food, cosmetics, and medicines that show signs of poor quality, counterfeit goods, or goods of unknown origin. The Department of Health is also required to review the capacity of state-owned drug, food, and cosmetic testing facilities, propose upgrading facilities, equipment, and training of human resources to serve the work of testing and analyzing the quality of medical products.

The Hai Phong City People's Committee also assigned the Department of Culture, Sports and Tourism to guide press and media agencies to strengthen propaganda and dissemination of legal regulations, and coordinate in launching the movement "People participate in controlling the quality of drugs and food", praising organizations and individuals who perform well and criticizing violations.

The Hai Phong Economic Zone Management Board is assigned to strengthen inspection and supervision of compliance with regulations on the quality of drugs, food, cosmetics, and medical supplies at enterprises in industrial parks and economic zones; coordinate to strictly handle violations and guide enterprises to comply with the law.

The People's Committees of communes, wards and special zones must strengthen inspection and supervision of the production and trading of medical products in the area; strictly handle or transfer violations to competent authorities, and mobilize the participation of mass organizations, associations, professional associations and the people in monitoring, detecting and denouncing acts of trading in counterfeit goods, poor quality goods and goods of unknown origin.
