
At the 31st session held on the afternoon of November 13, the Hai Phong City People's Council passed a Resolution regulating the percentage (%) of land use fee revenue division among budget levels in the city.
This Resolution stipulates the percentage (%) of land use fee revenue division between the city budget and commune-level budgets in Hai Phong city from 2026.
According to the resolution, land use fee revenue is divided specifically according to revenue items.
Land use fee revenue from land use conversion for land managed by state agencies, units and organizations under city management is divided into 20% to the central budget, 80% to the city budget; for land managed by commune level, it is divided into 20% to the central budget, 50% to the city budget, 30% to the commune budget.
Land use fee revenue from land fund recovered from small, narrow plots of land owned by organizations, households and individuals, located in residential areas (according to regulations in Clause 7, Article 6 of Resolution No. 226/2025/QH15 dated June 27, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city) in the commune and Cat Hai special zone is divided into 20% of the central budget, 20% of the city budget and 60% of the commune-level budget; for ward areas, it is divided into 20% of the central budget, 40% of the city budget and 40% of the commune-level budget.
Land use fee revenue from surplus land is divided into 20% for the central budget and 80% for the commune budget.
Land use fee revenue from bidding and auction projects (except for auction projects invested by commune level or district level before the time of arrangement as investor in the commune level to carry out site clearance and infrastructure construction) is divided into 20% to the central budget and 80% to the city budget.
The revenue from auction projects invested by the commune level or the district level before the time of arrangement as the investor in the commune level to carry out site clearance and infrastructure construction is divided into 20% for the central budget, 40% for the city budget, and 40% for the commune budget.
The remaining land use fee revenues (land allocation for resettlement with land use fee collection, land use purpose conversion of households and individuals and other land use fee revenues) are divided into 20% for the central budget, 60% for the city budget, and 20% for the commune-level budget.
The Resolution also stipulates rewards for excess land use fees collected for commune-level budgets.
