One Monday morning at the "one-stop" service center of Dong Hai ward, residents no longer felt the same apprehension as before when coming to complete procedures. The staff proactively inquired about their needs, guided them step-by-step, and clearly explained any missing documents. The procedures were handled efficiently and on time.
For many, it's a small change, but enough to make them feel respected. Ms. Nguyen Thi Loan, residing on Nam Hoa Street (Dong Hai Ward), who just completed her paperwork registration, shared: "Now, dealing with the authorities feels much easier. Officials speak clearly and provide thorough guidance. I feel like I'm being served, not begging."
This is a concrete example of a friendly government model – one of the typical models that Hai Phong is implementing to realize the Project on building a model of Socialism associated with Socialist people. By changing the way of service, using people's satisfaction as a measure of work efficiency, the local government is contributing to the formation of civic consciousness, the spirit of the rule of law, and social consensus.
Alongside the friendly government, in another part of the city, music is permeating daily life. In the evenings, in parks, squares, and community cultural centers, "singing together" sessions attract large numbers of people. No large stage is needed; just a few small speakers and simple microphones allow people to meet, sing, and chat. Mr. Tran Van Hung, a retired official in An Bien ward, said: "Coming here to listen to singing and meet neighbors makes me feel happier. Being close makes it easier to share and empathize. The atmosphere in the neighborhood is completely different."
The "Music City" model aims not only to create a cultural highlight but also to build a healthy living environment, nurture positive emotions, and contribute to the formation of compassionate and loyal individuals – core values of socialist people.
Besides these two prominent models, Hai Phong is also implementing nine other models as part of the overall plan for the period 2026-2030 and beyond. These models span many fields: economy, politics , transportation, tourism, healthcare, education, digital transformation, etc. A common feature of these models is that they are not detached from daily life, but closely adhere to specific living spaces: from families and residential areas to offices, schools, and businesses.
...to expectations of the socialist man
These new models will give Hai Phong many advantages as it enters a new phase of development. First and foremost is the stable social foundation, nurtured over many years through the "All People Unite to Build a Culturally Rich Life" movement. Once people are accustomed to a civilized lifestyle and a sense of community, adopting and replicating new models becomes easier.
Furthermore, the expansion of Hai Phong's development space creates favorable conditions for the spread of effective models from urban to rural areas, from the city center to the outskirts. Good practices at the grassroots level can be shared and replicated, creating uniformity in the quality of social life.
Mr. Nguyen Minh Thang, Secretary of the Party Committee and Chairman of the People's Council of Tran Hung Dao Ward, commented that when these models are replicated, people become accustomed to living responsibly, and officials become accustomed to serving. This is the concrete manifestation of the socialist person in contemporary life.
The city's great expectation is to cultivate a generation of socialist Hai Phong citizens who are: ambitious, compassionate yet disciplined, dynamic yet law-abiding, creative yet committed to the community. These individuals are not only the goal but also the driving force for development.
In reality, when the government is more friendly and the cultural environment is healthier, people also actively participate more in social activities and community movements. From maintaining environmental hygiene and building civilized residential areas to monitoring the implementation of village regulations and conventions, the role of the people as the main actors is becoming increasingly clear. As Party Secretary Le Tien Chau emphasized at the scientific conference "Building a model of socialism associated with socialist people in Hai Phong city in the period 2025 - 2030 and beyond," organized by the Hai Phong Party Committee in coordination with the Communist Magazine in May 2025, economic development creates resources to improve people's lives, but at the same time, education, training, and culture must be promoted – because these are the decisive factors in forming socialist people in the new era.
