Proactively promote the effectiveness of secret bases, increase the assignment of specific and detailed tasks to secret bases to promptly collect information, grasp signs and suspicions to serve the peak of preventing and combating smuggling and illegal transportation of goods across the border during the Lunar New Year.
Strengthen the effective implementation of customs control measures according to Official Dispatch No. 723/ĐTCBL-P1 dated October 10, 2025 of the Anti-smuggling Investigation Department and directives and instructions of the Customs Sub-Department of Region VII.
Focus on key points and routes according to specific goods and types: At border gate areas, regularly coordinate closely in immigration control for passengers entering, exiting and transiting; preside over and coordinate with functional units to inspect, control and supervise imported and exported goods and luggage, vehicles entering, exiting and transiting according to the functions and tasks of each force; strengthen patrols and controls at border gate areas within customs operation areas; coordinate to grasp the situation outside the customs operation area to promptly detect, combat and prevent violations of the law.
On the road routes concentrated in the areas bordering China and Laos, the focus is on the following groups of goods: drugs, gold, currency, modern medicine, cigarettes, alcohol, beer, soft drinks, white sugar; goods that do not ensure food hygiene and safety; pigs and pig products illegally transported from abroad into Vietnam; gasoline; all kinds of fireworks; rice, miscellaneous wood, agricultural products; raw materials and products of the textile, footwear and leather industries; goods traded in the form of temporary import and re-export, especially cars...
The route outside the border gate focuses on key areas: Export processing zones, bonded warehouses, and domestic import-export goods gathering points.
Focus on key subjects: Processing and export enterprises; scrap purchasing enterprises in export processing zones; enterprises exporting minerals, wood products, textiles, footwear, soldering irons, folding chairs, etc. to markets with sudden increase in turnover; Chinese enterprises in the area with export activities to the US market; enterprises that have violated customs laws; bonded warehouse business services; enterprises importing industrial precursors, conditional imported goods, items with high risk of fraud such as anti-dumping tax, origin fraud, illegal transshipment, etc.
Focus on fighting against goods with fake origin, stamps, labels, packaging, especially foreign goods labeled "Made in VietNam" in customs operation areas.
Combat illegal transshipment and trading of imported tax-exempt materials for smuggling and tax evasion purposes. Strengthen inspection and supervision of goods suspected of infringing intellectual property rights at border gates.
Assign responsibility to heads and leaders in charge of the results of implementing the Plan for the peak period of fighting against smuggling, trade fraud, and counterfeit goods before, during, and after the Lunar New Year of Binh Ngo in 2026.
Consider the responsibility of the leaders in charge and the civil servants assigned to be in charge of the customs operation area for not being aware of the incident that occurred in the area, not promptly reporting to leaders at all levels and not warning information to similar customs units...
