According to the Customs Department ( Ministry of Finance ), the situation of smuggling, trade fraud and illegal transportation of goods across the border in November 2025 remained complicated.
From October 15 to November 14, 2025, the Customs authority discovered, arrested and handled 2,176 cases (an increase of 510 cases, equivalent to 30.6% over the same period last year); the value of infringing goods is estimated at VND 2,199 billion. The state budget revenue is VND 238.4 billion. The Customs authority prosecuted 4 cases (an increase of 4 cases), and transferred 15 cases to other agencies (a decrease of 1 case, equivalent to 6.25% over the same period last year).
There were 1,314/2,176 cases on the sea route, accounting for 60.4% of the cases detected, arrested and handled; concentrated at major seaports. Violations of import conditions, standards, and regulations, violations of regulations on goods labeling, etc. emerged.

Notably, at Hai Phong port, Customs discovered the import of bullet shells and some usable bullets, identified as military weapons (weighing 20,010 kg), the case showed signs of criminal violations.
On the road, Customs detected 629/2,176 cases, accounting for 28.9% of the number of cases detected, arrested and handled, concentrated on the Vietnam - China and Vietnam - Cambodia borders.
Air routes recorded 92/2,176 cases in the month, accounting for 4.23% of the cases detected, arrested and handled; the estimated value of violations was 20.2 billion VND. Violations were mainly at the international airport gates of Noi Bai, Tan Son Nhat, Da Nang and express delivery businesses (FedEx, DHL, UPS...).
Accumulated from December 15, 2024 to November 14, 2025, the Customs authority discovered, arrested and handled 17,297 cases, the value of infringing goods is estimated at VND 21,751 billion; the state budget revenue reached VND 948.73 billion. The Customs authority prosecuted 20 cases and transferred 115 cases to other agencies for prosecution.
Regarding the fight against drugs, from October 15 to November 14, 2025, the Customs Department presided over and coordinated with the police and border guards to detect and arrest 13 cases/23 subjects, of which the Customs Department presided over 4 cases. The seized evidence included 86.97 kg of various types of drugs.
Accumulated from December 15, 2024 to November 14, 2025, the Customs agency has presided over and coordinated the detection and arrest of 178 cases/236 subjects, of which the Customs agency presided over 71 cases. The seized evidence is about 2.4 tons of various types of drugs.
State budget revenue from import-export activities in November 2025 reached VND 39,118 billion, down 9.6% compared to the previous month (equivalent to a decrease of VND 4,146 billion).
Accumulated in the first 11 months of 2025, it reached 420,634 billion VND, equal to 102.3% of the assigned estimate, equal to 89.5% of the target, an increase of 9% (equivalent to an increase of 34,607 billion VND) over the same period in 2024.
