After merging 4 administrative units (Nhan Muc, Bang Coc, Tan Thanh communes and the former Tan Yen town), Ham Yen commune has an area of over 126 km², 54 villages, and nearly 30,000 people. The operation under the 2-level local government model has initially stabilized, the political system has been consolidated, creating an important premise for socio-economic development and ensuring national defense and security.

From July 1st to now, Ham Yen has achieved many outstanding results: Average income per capita reached 58.5 million VND/year, exceeding the set target; budget revenue reached 131% of the estimate with nearly 6 billion VND; forestation area exceeded 16.5% of the plan; maintained 12 OCOP products, of which 1 product achieved 4 stars. Poverty reduction work achieved positive results, the poverty rate decreased by 1.5%, exceeding the plan; completed the elimination of 59 temporary and dilapidated houses. The commune maintained high quality with 100% of kindergartens and primary schools meeting national standards. The index of service to people and businesses ranked 21/124 communes and wards of the province. Political security and social order and safety were maintained, no hot spots or complicated incidents arose.
Besides the achieved results, Ham Yen commune still has some difficulties and limitations: Food production has not reached the plan due to natural disasters and epidemics; African swine fever has caused great damage; capital disbursement rate is low due to difficulties in the mechanism guiding the implementation of the 2-level local government model; infrastructure and digital skills of officials are still limited; handling of administrative procedures (especially land) at some points is still stuck...
At the working session, the commune leaders made recommendations and proposals: Early guidance on capital allocation and public investment disbursement for the 2-level local government model; early arrangement of funding to support digital transformation, overcoming natural disasters and epidemics (especially African swine fever); assigning staffing appropriate to the scale of a densely populated commune with a large area; supplementing the staffing of full-time Trade Unions and teachers that are lacking; resolving the regime for non-professional workers after 2026; early decentralization regulations so that the Deputy Director of the Commune Public Administration Service Center can sign and certify; recommending the Central Government to adjust the inter-reservoir operation process in accordance with the current weather and natural disaster situation; providing additional funding to collect, transport and treat waste in the area... Representatives of departments and branches discussed and received the commune's proposals to synthesize and submit to competent authorities for consideration and early resolution of difficulties.

Concluding the working session, Standing Deputy Secretary of the Provincial Party Committee Nong Thi Bich Hue acknowledged the results and shared the difficulties of Ham Yen commune. She requested the commune to continue to closely follow the direction of the province, focus on leadership and direction to complete the goals of 2025; prepare well for spring crop production and the 2026 forest planting plan. She requested representatives of relevant sectors to promptly synthesize and report to the Department's leaders to propose solutions, issue regulations and guidelines in the management field of internal affairs, agriculture and environment, finance, etc. to promptly resolve problems with the locality.
Regarding the implementation of the resolution, he requested the commune to concretize the Resolution of the Provincial Party Congress and the new term Commune Party Congress, and put the policy into practice. Regarding the election work, the commune needs to carefully prepare conditions for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. The commune proactively ensures security and order, takes care of the Lunar New Year 2026 for the people; completes the military recruitment target in 2026, contributing to maintaining political stability and promoting socio-economic development in the area.
