The 2025 work report of the Supreme People's Procuracy presented by Chief Justice Nguyen Huy Tien said that in the current context, the Chief Justice has thoroughly grasped and directed the entire sector to strictly implement the resolutions and conclusions of the Party, laws and resolutions of the National Assembly, focusing on implementing the arrangement and streamlining of the apparatus according to the model of a 3-level People's Procuracy.

The whole industry has carried out 3 breakthrough tasks and 7 major key tasks, with the motto of action "Solidarity, Responsibility - Discipline, Integrity - Courage, Efficiency". At the same time, it directed the implementation of many solutions to improve leadership capacity, especially for heads of all levels of prosecutors; strongly and comprehensively innovated the organization, perfected institutions, promoted digital transformation, and proposed new tasks.

Thanks to that, the whole industry prosecuted and supervised the reception and settlement of 134,427 sources of information on crimes (reaching 100%); issued 97,694 requests for the Investigation Agency to check and verify sources of information on crimes; conducted 1,829 direct inspections; requested to prosecute 703 cases, requested to cancel 30 decisions to prosecute cases (up 50%); directly prosecuted to request investigation of 70 cases (up 233.3%).

The prosecution and the procuracy investigated 133,093 cases/239,756 defendants; issued 94,545 investigation requests, did not approve 681 orders and decisions to apply preventive measures, annulled 959 decisions on temporary detention, 59 decisions to return the investigation to end, proposed to prosecute 79,801 cases/161,001 defendants, and suspended 2,700 cases/1,678 defendants.

The Supreme People's Procuracy's investigation agency resolved 91.8% of information about crimes (exceeding 1.8%); accepted 107 cases/269 defendants for investigation (an increase of 1.9% in the number of cases and 31.9% in the number of defendants); the rate of investigating and discovering crimes reached 90.7% (exceeding 20.7%), very serious and especially serious crimes reached 96% (exceeding 6%); the rate of recovering assets in corruption cases reached 85.9% (exceeding 23.9%)...

In 2026, the entire industry determined to continue ensuring the direct, comprehensive, and absolute leadership of the Party, concretizing 7 strategic resolutions in inspection work, perfecting institutions, and organizing serious and effective implementation.

Summarize research practices, develop a Project and report to the Politburo to issue the Directive "Strengthening the Party's leadership over the People's Procuracy in the new period"; ensure close supervision by the National Assembly, elected bodies and the People, and strengthen the responsibility of heads of the People's Procuracy at all levels.

Summarize the implementation of Resolution No. 18-NQ/TW; continue to stably operate the organizational apparatus of the People's Procuracy at 3 levels, ensuring it is streamlined, strong, effective and efficient; innovate the work of evaluating, arranging and using prosecutors at all levels. Continue to improve the quality of prosecution and supervision of judicial activities according to the requirements of "Earlier, closer, deeper, sharper" and "Dedicated, enthusiastic, proficient, substantial, convincing"; ensure service to the People, for the People...

The rate of timely prosecution and prosecution of the correct crime exceeded the target assigned by the National Assembly. The rate of appeals, no appeals for review, and retrials accepted by the Court exceeded the target of the National Assembly. There was no case where the Procuracy prosecuted but the Court of First Instance declared the crime not guilty.

However, there are still cases where the investigation of the accused must be suspended due to the absence of a crime, and the behavior does not constitute a crime related to the responsibility of the Procuracy.

Regarding the investigation work of the Supreme People's Procuracy's investigation agency, no cases of wrongful investigation or prosecution have been discovered. The rate of handling crime reports and the rate of investigating and discovering all types of crimes exceeds the targets assigned by the National Assembly, in which the rate of investigating and discovering very serious and especially serious crimes reaches 96%...

The Committee recommends that the Government, the Supreme People's Procuracy, and the Supreme People's Court pay attention to investing in facilities, equipment, and funding for judicial agencies after implementing the new organizational model.
