A series of illegal coffee shops built on Hai Van Pass

More than a dozen illegal coffee shops are currently operating on both sides of Hai Van Pass in Da Nang , posing a potential traffic safety risk.

At the bend near the top of the pass, a coffee shop was opened right next to the rescue road, attracting many people to sit and drink water and check in the panoramic view of Da Nang. The rescue road was occupied as a parking space for cars and motorbikes for visitors.

For drivers, this is a "death curve" because of its steep slope and sharp turns. "Every time I drive through here, I have a hard time because of the sharp turns, and now I have to avoid vehicles reversing from the emergency road, which is extremely dangerous," said Mr. Hieu, who often travels on the Hai Van Pass.

Halfway up the pass, 4 coffee shops are located next to each other, surrounding Cu Rua rock, where many people come to check in because of the view of the city and Lang Van on the edge of the sea. Many shop owners pour concrete floors to make parking spaces and set up tables for customers.

Along the 10 km Hai Van Pass in Hoa Hiep Bac Ward, Lien Chieu District, there are more than 10 other coffee shops. Except for a few shops located on the top of the pass, which have existed since 1990, selling to locals and tourists, and have parking spaces, most of the remaining shops park their vehicles right on the pass.

During the historic heavy rains in October 2022, Hai Van Pass was hit by landslides. Many coffee shops along the road were also partially damaged by rocks and soil. However, after a short time, many households rebuilt their corrugated iron roofs and poured concrete floors to continue doing business.

Mr. Ha Thuc Nhon, Chairman of the People's Committee of Hoa Hiep Bac Ward, said that the above coffee shops had encroached on forest land and violated traffic safety corridors. The authorities had reminded and handled the matter many times, but when the authorities left, the people continued to bring their goods out to sell.

"We will soon direct a thorough handling," said Mr. Nhon.

The Hoa Hiep Gate Traffic Police Station (Da Nang City Traffic Police Department) has proposed that the Da Nang City People's Council review all shops at Hai Van Pass and dismantle illegal shops to facilitate traffic. However, for many years, the demolition of illegal shops has not been carried out.

Hai Van Pass is 20 km long, connecting Da Nang with Thua Thien Hue . Although there is a Hai Van tunnel, many locals and tourists still choose to go through the pass to enjoy the scenery. Last May, the People's Court of Lien Chieu District sentenced a couple for "acting a circus act" when they switched drivers on a motorbike, going through a "corner bend".
