The happiness of the people is the measure of effective governance.

A key highlight of the Resolution of the 14th National Congress of the Communist Party of Vietnam and the Resolution of the 18th Congress of the Hanoi City Party Committee, term 2025-2030, is placing the happiness of the people at the center of development. Accordingly, all policies and guidelines must stem from the legitimate rights and interests of the people, taking the happiness and satisfaction of the people as the measure of development success.

Below are some opinions from Party committee officials and representatives of mass organizations in Hanoi affirming their determination to build a humane and livable city, where happiness values ​​are measured and people can enjoy them.

Substantive action, putting the people at the center.

The happiness of the people is not an abstract concept, nor can it be limited to mere slogans; it must be measured by the quality of life, the level of satisfaction, and the trust of the people in the local government. For Party committees and governments at the commune level – the closest to the people – actions for the happiness of the people must begin with concrete, practical, and sustained actions.

We believe that the people must be truly at the center of all local policy decisions and management activities. All policies and plans for socio -economic development must stem from the practical needs of the people, ensuring stable livelihoods and improving living conditions. Supporting production development, creating jobs, and connecting people to markets for their products are crucial foundations for building a prosperous and sustainable life.

Furthermore, Ung Thien commune focuses on promoting administrative reform and improving the quality of service to the people; officials and civil servants must shift from a "management" mindset to a "service" mindset, from "getting the job done" to "making the people happy." At the same time, caring for social welfare and ensuring that no one is left behind is also a core aspect of our actions. Therefore, we pay attention to fully and promptly implementing policies for war veterans, disadvantaged households, and vulnerable groups; we also focus on education , healthcare, the environment, and security and order, contributing to creating a safe, humane, and sustainable living environment.

By placing the people at the center and taking concrete action, Party committees and governments at all levels will best improve and enhance the quality of life for the people.

No one is left behind on the development journey.

I understand that the "happiness index" for people with disabilities has a very specific meaning. It's the feeling of not being abandoned.

In reality, there are gaps in policy that, if rigidly enforced, could inadvertently deprive many people of opportunities. For example, some children have essentially lost their support system (father deceased, mother abandoned), but their mothers are still listed as alive on their birth certificates, so they are not included in the list of orphans eligible for government assistance. To build genuine happiness, our association chooses a flexible approach: verification based on actual circumstances. As long as the children are genuinely struggling and lacking love, we are ready to extend a helping hand without letting administrative procedures become a barrier.

The happiness of the people also comes from the kindness and responsibility in each gift given. We maintain our working principle: directly handing over cash or goods to the recipients, in the presence of the donor, and even taking photos of the recipients in wheelchairs for reporting purposes. For decades, this approach has kept the Association's activities in Hanoi consistently effective, with tens of thousands of wheelchairs reaching those who truly need them.

A happy society is one where even the most disadvantaged have the means to integrate. A properly equipped wheelchair, a well-timed scholarship can change a person's life. We are happy to see international organizations appreciate Vietnam's transparency, and even happier to see the collective efforts of the entire community to ensure that no one is left behind on the country's development journey.

The 14th National Congress of the Party not only summarized a historical period but also marked the beginning of a new era – an era that would lead Vietnam into a new age of national progress. The spirit of the Congress clearly stated: "Maximize human resources, placing people at the center, as the subject, the main resource, and the goal of development."

Imbued with that ideology, I realize that Hanoi, as the heart of the nation, must be a pioneer and a leading example in concretizing resolutions into practice. For us cadres and Party members, the success of the 14th National Congress is not just about numbers and reports, but about unwavering faith in the path of reform, and a driving force for each of us to self-reflect, self-correct, and elevate ourselves to be worthy of the stature of the capital city in this new era.

Facing the new opportunities opened up by the 14th National Congress, I am consciously aware of my heavy but also honorable responsibility, and I am determined to uphold the exemplary spirit of the "seven dares" (dare to think, dare to speak, dare to act, dare to take responsibility, dare to innovate, dare to confront difficulties and challenges, and dare to act for the common good). We pledge to dedicate all our strength, united in purpose, to transform the resolutions of the 14th National Congress into civilized projects, civilized streets, and happy villages in Hoai Duc commune in particular and Hanoi in general, determined to build a Hanoi that is "Cultural - Civilized - Modern - Happy" in the spirit of the 14th National Congress, becoming a city of a bright future, a symbol of Vietnam rising in the new era.
