This is one of the noteworthy information in Document No. 2773/SGDĐT-KHTC recently issued by the Department of Education and Training of Hai Phong City on strengthening the management of revenues in the education and training sector for the 2024-2025 school year after storm No. 3 (storm Yagi).
According to the Hai Phong Department of Education and Training, this is to avoid pressure on parents in the context that Hai Phong is heavily affected by storm Yagi and needs to overcome the consequences and damage caused by the storm.
The mobilization, reception, management and use of other aid and funding sources must comply with the provisions of law. Ministry of Education and Training on funding for educational institutions in the national education system.
Hai Phong also requires educational institutions to review and grasp the situation to promptly support, exempt, and reduce fees for students in difficult circumstances; extend and postpone the time for implementing fees; not collect monthly and semester fees at one time; not collect multiple fees at the same time.
Educational institutions must strictly implement regulations on public disclosure of tuition fees and other revenues as stipulated in Circular No. 09/2024/TT-BGDDT dated July 19 of the Ministry of Education and Training regulating the implementation of publicity in the operations of educational institutions in the national education system.

Hai Phong strictly prohibits the use of the name of the class or school parent representative board to collect fees other than those specified in Circular No. 55/2011/TT-BGDDT dated November 22, 11 of the Ministry of Education and Training; absolutely do not use the operating budget of the parent representative board for the following purposes: "protecting school facilities, ensuring school security, supervising students' vehicles, cleaning classrooms, cleaning schools, rewarding school administrators, teachers, and staff, purchasing machinery, equipment, and teaching aids for schools, classes, or for school administrators, teachers, and staff, supporting management work, organizing teaching and learning and educational activities, repairing, upgrading, and constructing new school facilities" (Point b, Clause 2011, Article 4, Circular 10).
Private educational institutions must strictly implement regulations on declaring service prices; publicly announce and agree on tuition fees and other school fees with parents; absolutely not arbitrarily increase tuition fees and other fees; be proactive and responsible in implementing support and exemption policies for students in difficult circumstances.
