According to the construction planning of Hau Loc district to 2040, with a vision to 2070 approved by the Provincial People's Committee in Decision No. 4360/QD-UBND dated November 3, 2021, in Hau Loc district, 9 industrial clusters (IC) and 1 industrial park are planned to develop, including Lien Hoa IC with an area of about 38.82 hectares in Lien Loc and Hoa Loc communes.

Lien Hoa Industrial Park was established under Decision No. 3366/QD-UBND dated September 21, 2023 of Thanh Hoa Provincial People's Committee, with the following business lines: manufacturing components for the assembly industry, electrical and electronic spare parts; manufacturing mechanical equipment, telephone components; manufacturing pharmaceutical products, medical supplies; manufacturing construction materials; processing agricultural and forestry products; manufacturing agricultural, forestry and fishery machinery and equipment; manufacturing consumer goods; leather and footwear....
In order to achieve the goal of creating more jobs on the spot, increasing income for local workers, and promoting socio -economic development in the area, Hau Loc district has implemented synchronous solutions to attract investors to build infrastructure at Lien Hoa Industrial Park. Lam Kinh Construction and Development Investment Company Limited was selected as the investor to build infrastructure for Lien Hoa Industrial Park with a total investment of about 280 billion VND. Lam Kinh Construction and Development Investment Company Limited determined to build, exploit, and operate infrastructure for Lien Hoa Industrial Park on schedule in order to form an industrial park with synchronous and modern technical infrastructure to attract businesses to produce and do business, especially to soon relocate polluting production enterprises in residential areas to concentrated production at Lien Hoa Industrial Park.
The investor has prioritized mobilizing resources to implement the tasks assigned by the Provincial People's Committee and Hau Loc district. By mid-June 2024, the investor had completed the detailed planning project dossier 1/500 and was approved by the Chairman of the Provincial People's Committee. Completed cadastral measurement, environmental impact assessment report, fire prevention and fighting, traffic connection agreement, appraisal of feasibility study report, construction drawing design, and completed rice land conversion. It is expected that by June 30, 2025, the technical infrastructure of the Industrial Park Phase 1 (area of 21.71ha) will be completed, ensuring sufficient conditions for secondary investors to lease land for production and business in the Industrial Park before July 1, 2025. It is expected that by December 2026, the technical infrastructure of the Industrial Park Phase 2 will be completed to attract secondary investment projects; Organize the establishment and approval of regulations on the provision and management of public services and utilities in industrial parks before December 31, 2026.
During the implementation of the work, the investor strictly complied with regulations on environmental protection, including wastewater and waste treatment, management, investment in construction, and business of industrial park infrastructure according to regulations and complied with current regulations of law on investment in construction and management of industrial parks.
The area affected by land clearance for Lien Hoa Industrial Park to be recovered for Hoa Loc commune is 28.2 hectares with 379 households having agricultural land affected; Lien Loc commune is 9.8 hectares with 121 households having agricultural land affected. The project measurement consulting unit has coordinated with Hau Loc district and the People's Committees of related communes to measure and complete the measurement documents for the project's land clearance. Hau Loc district People's Committee established a project compensation, support and resettlement council to carry out the project's land clearance. Up to now, the project's land clearance compensation council has coordinated with the People's Committees of communes, villages and affected households to complete the inventory of land and assets on land; the People's Committees of communes have completed the work of determining the origin of land use of households as a basis for establishing compensation plans and estimates and publicizing the plans and estimates. According to the plan, by the end of June 2024, the compensation plan for site clearance and land acquisition for Lien Loc commune will be submitted to the competent authority for appraisal and the District People's Committee will approve it; by mid-July 2024, the compensation plan for site clearance and land acquisition for Hoa Loc commune will be approved.

Vice Chairman of Hau Loc District People's Committee Trinh Cao Son said: With the viewpoint "Enterprises are the driving force for economic development of the district, the success of people and business development is the success of the government"; on the basis of socio-economic development planning, Hau Loc district has planned to develop centers and industrial clusters to attract investment; encourage investment in the direction of focusing on projects that attract a lot of labor, create jobs and contribute greatly to the State budget. Currently, Hau Loc district has been focusing on land acquisition for 9 industrial clusters, of which 3 industrial clusters have been established, including Tien Loc Craft Village Industrial Cluster, Lien Hoa Industrial Cluster, and Hoa Loc Industrial Cluster. Lien Hoa Industrial Cluster alone has a large total investment, established in an area with convenient traffic routes, close to residential areas in coastal communes of Hau Loc, and abundant labor resources. The establishment of Lien Hoa Industrial Cluster is important for the sustainable development of Hau Loc district. Lien Hoa Industrial Park, when put into operation, will create jobs for about 20,000 local workers, and effectively implement social security work in the area. Hau Loc District has built traffic infrastructure connecting Lien Hoa Industrial Park with Hau Loc District's roads. The district has determined to focus on site clearance for Lien Hoa Industrial Park, with the goal of handing over phase 1 to investors by the end of July 2024; handing over the entire site of Lien Hoa Industrial Park by September 2024.
Hau Loc District People's Committee has been focusing on directing relevant units and localities to synchronously deploy solutions to remove difficulties such as land for crop production affected by land acquisition, mainly small and fragmented areas; some agricultural production areas due to crop structure conversion have changed the current land use status... Party committees, authorities and local organizations have proactively propagated for people to share, agree, create conditions for land acquisition work in accordance with regulations, and soon deploy infrastructure construction of Lien Hoa Industrial Park. For some households that have not signed the confirmation of the results of measuring the current status of the land plot and the minutes of inventory of assets on the land (because the family has closed the business to work in other provinces), the district and commune have deployed a number of specific and appropriate solutions for households to sign documents according to the schedule committed to hand over the site to investors to build infrastructure for the Industrial Park. Implement administrative procedure reform well, ensure security and order, create a favorable and equal environment in production and business. Hau Loc district is committed to always accompanying businesses and investors to remove difficulties and create favorable conditions for businesses to produce and do business effectively.
