Speaking at the meeting, Party Secretary and Chairman of Dong Ngac Ward People's Council Ngo Van Nam emphasized that this is a very important meeting to review the implementation of socio- economic development tasks, ensuring national defense and security in 2025; consider, discuss and decide on key directions and tasks in 2026; and at the same time decide on a number of other important contents under the authority of the Ward People's Council.
2025 is the first year that the ward officially operates under the two-level local government model after being established on the basis of boundary arrangement. In the context of a large amount of work and many new tasks, but with the close leadership of superiors; the coordination of the People's Committee, the Fatherland Front Committee of the ward and the consensus and support of the people; the socio-economic situation of the ward has achieved many important results.
The socio-economic situation in 2025 recorded many positive changes. Basic targets reached and exceeded the plan. Total budget revenue in the area was 50.5 billion VND/31,629 billion VND, reaching 159.6%. Total budget expenditure reached 306,643 billion VND/306,643 billion VND, reaching 100% of the assigned estimate. Urban management, construction order, and public investment disbursement had many efforts; social security was ensured; national defense and security were maintained. Attention was paid to the settlement of voters' petitions and recommendations.
At this session, the Ward People's Council will focus on reviewing, discussing and resolving key issues on the report on the implementation of socio-economic, national defense and security tasks in 2025; the plan for 2026. Submissions and draft resolutions on public investment in 2026; budget estimates and allocation for 2026; list of land acquisition projects and 5-year land use plans. Thematic monitoring results; monitoring program and establishment of monitoring delegations in 2026. Questioning and answering questions; reviewing resolutions on answering questions and voters' recommendations and other important issues under the authority of the Ward People's Council. These are all very important issues, of great significance to the development of the ward in 2026 and the following period.
With a sense of responsibility, democracy, frankness, and profound and focused contributions, ensuring that the resolutions of the Ward People's Council are close to reality and feasible, the fifth session of the Dong Ngac Ward People's Council, term I, 2021-2026, completed all the contents of the proposed program.

In preparation for the session, the Standing Committee of the People's Council closely coordinated with the People's Committee, the Fatherland Front Committee of the ward and relevant units in drafting reports, submissions, and draft resolutions; the Committees of the People's Council carefully examined and closely followed reality. At the session, along with democratic discussions and objective assessments of socio-economic results in 2025, especially emphasizing solutions for 2026, the People's Council of the ward voted to pass 12 Resolutions as an important legal basis for the ward to effectively use resources and synchronously implement socio-economic development tasks in 2026.
The session also devoted time to question and answer activities, focusing on groups of contents of interest to voters: service land allocation, issuance of land use right certificates, public investment (installation of lighting, improvement of drainage systems in the area, disbursement of public investment, etc.). The questions were concise and to the point; leaders of the People's Committee and units answered clearly, with solutions and commitments on implementation roadmap. The People's Council requested the Ward People's Committee and related units to seriously implement the commitments in the questions; promptly handle the existing problems mentioned in the inspection report and through supervision; fully absorb the opinions of delegates to perfect solutions to perform tasks in 2026.
