On November 14, the 14th term People's Council of Quang Ninh province held the 33rd session (special session) to review and resolve many major issues of the province. After half a day of work, the session completed the entire program and voted to pass 11 resolutions.

Among the 11 resolutions passed are many policies directly related to social security.
For example, there is a resolution on supporting drinking milk at school for preschool and primary school students in the 2025-2030 period, expected to help improve nutrition and school health.
Resolution on giving Tet gifts to policy beneficiaries and special beneficiaries in the 2026-2030 period, demonstrating the province's concern for the disadvantaged in society.
The meeting also approved regulations on tuition fees for preschools, general education institutions, public general education institutions and tuition support policies for students at private educational institutions. These regulations aim to ensure fairness in access to education, especially for students from disadvantaged backgrounds.
Another notable content is the resolution on preferential credit policy through the Provincial Branch of the Social Policy Bank for the period 2026-2030. This policy aims to support people in accessing preferential capital, creating conditions for production development, stabilizing life and contributing to sustainable poverty reduction.
The meeting approved the business registration fee collection level for business households, cooperatives and cooperative unions for the period 2026-2030. The regulation of appropriate collection level aims to facilitate production and business activities, while ensuring budget revenue.
In addition, the Provincial People's Council approved a resolution on support for overcoming animal diseases, helping breeders reduce damage and stabilize production.
In the field of public investment, the Provincial People's Council resolved to adjust, supplement and allocate the provincial budget capital plan for 2025. The timely adjustment of investment resources is expected to speed up the progress of key projects and improve disbursement efficiency.
Along with that, the resolution stipulates the expenditure level for the science and technology advisory council and consulting independent consultants in investment projects to enhance appraisal quality and transparency in the implementation process.
The meeting also agreed to abolish Resolution No. 61/NQ-HDND issued in 2021 on the list of public services using the state budget; at the same time, cancel the list of land plots for bidding for social housing projects in the province. These decisions aim to ensure consistency with the new situation, avoid overlap and improve management efficiency.
In addition, the Provincial People's Council decided on the policy of converting forest use purposes to other purposes in the 7th phase of 2025, serving the needs of socio-economic development, while requiring full compliance with regulations on environmental protection and biodiversity.

In her closing speech, Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Quang Ninh province, emphasized the need for the Provincial People's Committee to urgently implement the resolutions to soon bring them into effect in practice. She requested departments, branches and localities to focus on advising on guiding documents, adjusting and allocating investment capital, speeding up the disbursement of public investment - an important driving force for growth in 2025.
The Chairman of the Provincial People's Council noted that the implementation of social security policies must be carried out synchronously, to the right subjects, publicly and transparently. In particular, the policy of supporting school milk for preschool and primary school students must be quickly put into practice; the policy of giving Tet gifts, preferential credit and support for animal diseases must be implemented at the right time and not be overlooked.
Ms. Trinh Thi Minh Thanh also suggested that localities continue to improve the effectiveness of the two-level government model, strengthen decentralization and delegation of authority associated with inspection, supervision and responsibility of leaders. The consolidation of grassroots cadres was emphasized to improve the capacity to organize implementation and serve the people.
In addition, agencies and units are required to carefully prepare reports, submissions and draft resolutions for the regular meeting at the end of 2025; summarize the term of the 14th People's Council and evaluate the results of the implementation of the socio-economic development plan for the 2021-2025 period. The province will closely follow the Resolution of the 16th Party Congress to develop goals and tasks for the 2026-2030 period.
The province also proactively prepares personnel and facilities to serve the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, ensuring compliance with regulations, democracy and progress.
The Chairman of the Provincial People's Council requested the delegates to continue to stay close to the grassroots, stay close to voters and monitor the settlement of people's legitimate petitions, thereby improving the effectiveness of People's Councils at all levels in the final stage of their term.
