An Giang Provincial People's Council resolves key contents on financial and budget work

On the morning of November 14, the People's Council of An Giang province held the 6th session (special session) in the form of in-person and online meetings. Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of An Giang province Nguyen Thanh Nhan and Vice Chairmen of the Provincial People's Council chaired the session. At the meeting, the An Giang Provincial People's Council considered and passed four resolutions with key contents for financial and budget work in 2026 and orientations for the 2026 - 2030 period.

Director of An Giang Provincial Department of Finance Pham Minh Tam approved the reports at the meeting.

The resolutions passed include: Regulations on principles, criteria and norms for allocating regular state budget expenditures in 2026 in the province; promulgating regulations on decentralization of revenue sources, expenditure tasks and percentages of division for revenue items divided between the provincial budget and commune-level budget in 2026 in the province; State budget revenue estimates in the province and local budget revenue and expenditure estimates in 2026; local budget allocation in 2026.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of An Giang province Nguyen Thanh Nhan evaluated the resolution on decentralization of revenue sources, expenditure tasks and regular expenditure norms in the direction of strengthening decentralization, expanding the initiative for localities; at the same time, also placing the responsibility of balancing revenue and expenditure, improving discipline and order and strengthening financial autonomy of commune-level authorities in the 2-level government model.

The Resolution on budget allocation and allocation for 2026 shows a relatively comprehensive financial picture: Total state budget revenue is over 32,000 billion VND; total local budget expenditure is over 59,000 billion VND, deficit is 87.2 billion VND within the allowable limit. In particular, the structure of development investment expenditure is over 15,000 billion VND to focus resources on infrastructure and areas that create growth momentum; priority is given to increasing expenditure on science - technology and innovation; expenditure on education alone is over 13,000 billion VND - accounting for a large proportion of regular expenditure, demonstrating the province's determination to improve the quality of human resources, a decisive factor for development.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of An Giang province Nguyen Thanh Nhan emphasized that in order for the resolutions to soon come into practice, contributing to ensuring stability, proactiveness and flexibility in budget management in 2026, the Provincial People's Council requested the Provincial People's Committee to promptly complete the assignment of the budget estimate and budget allocation in 2026, ensuring compliance with the resolution of the Provincial People's Council and in accordance with the provisions of the State Budget Law 2025.

The Provincial People's Committee guides localities in implementing the budget, especially new contents related to the decentralization of revenue sources - expenditure tasks, regular expenditure allocation norms and revenue division ratios, especially those with much room and the ability to exceed the set targets. Monitor, inspect and promptly urge implementation, ensure the balance of revenue sources with expenditure tasks; manage the budget carefully, closely, comply with discipline - discipline but be flexible in the role of regulation and coordination between budget levels according to regulations.

Propose that the Vietnam Fatherland Front Committee of the province, the Committees of the Provincial People's Council, the delegations and each delegate of the Provincial People's Council of An Giang province further promote their supervisory role. In particular, focus on supervising the organization of implementation of resolutions of the Provincial People's Council; supervise the progress of budget allocation and allocation; supervise compliance with financial discipline and order, ensuring publicity and transparency in revenue, expenditure and use of the budget.
