Hanoi People's Council held a special session to consider and decide on important and urgent issues.

Attending the meeting were comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Hanoi Party Committee; comrade Tran Sy Thanh, Central Party Committee member, Chairman of the Central Inspection Commission , Chairman of the Hanoi People's Committee.

Speaking at the meeting, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc emphasized that the 27th session of the City People's Council took place right after the success of the 18th City Party Congress, term 2025-2030, to consider perfecting the personnel of key positions of the city government; at the same time, consider resolutions and key projects that are fundamental and driving forces for socio-economic development, social security, landscape, urban environment, and implementation of the city's two-level local government that has a pervasive influence on the entire capital region, making an important contribution to the country's double-digit growth target in the coming term.

At this session, the City People's Council will complete the positions of Chairman of the City People's Council, Chairman of the City People's Committee, one Vice Chairman of the People's Council, one Vice Chairman of the City People's Committee, ensuring the smooth, efficient, effective and efficient operation of the government apparatus. In the process of implementing the personnel work process, the City Party Committee has been serious, democratic, public, closely following the Central's instructions, and fully carrying out the steps according to the prescribed process. The comrades selected by the City Party Committee to be introduced for election by the City People's Council are all comrades with high capacity, qualifications, experience and prestige, and have been considered and approved by the Central.

The city leaders believe and hope that comrades in their new positions will continue to inherit the tradition of the capital with a thousand years of culture, heroism, solidarity, courage, intelligence, creativity, continue to innovate, have a strong desire to rise, promote the achievements that their predecessors have achieved, together with the Standing Committee of the People's Council and the People's Committee of the city, continue to closely follow the directions of the Central Government, the City Party Committee and the wishes of the voters of the capital, excellently complete the assigned tasks, build and develop Hanoi worthy of its position as the capital with a thousand years of culture, a political and economic center, a center of growth, innovation and creativity, actively contribute to the overall development of the whole country, worthy of the trust, confidence and expectations of the voters and people of the capital.

At this session, the Hanoi People's Council also considered dismissing the positions of Chairman of the People's Council and Chairman of the Hanoi People's Committee. Comrade Tran Sy Thanh, member of the Party Central Committee and Chairman of the City People's Committee, was transferred and assigned by the Politburo to hold the position of Chairman of the Central Inspection Committee. Comrade Nguyen Ngoc Tuan, former Deputy Secretary of the 17th City Party Committee, Chairman of the City People's Council, Deputy Head of the City National Assembly Delegation, due to age requirements, did not participate in the re-election of the 18th City Party Executive Committee, resigned from the position of Chairman of the City People's Council for the 2021-2026 term, and continued to hold the position of Deputy Head of the City National Assembly Delegation until the election of deputies to the 16th National Assembly for the 2026-2031 term.

Comrade Nguyen Duy Ngoc said that the session will also decide on the number of full-time City People's Council delegates, the number, names, and scope of responsibility of the City People's Council's committees. This is an important institutional creation step, creating conditions to perfect the organization of the City People's Council, especially the specialized apparatus of the Standing Committee of the City People's Council, the committees of the City People's Council, perfect the organizational structure, improve the capacity, effectiveness, and efficiency in the activities of the People's Council, the People's Council's authority, and the local state authority, contributing to strengthening the strength of the city government to successfully carry out the tasks and goals of socio-economic development, ensuring national defense and security, social security and comprehensive development of the Capital in the new development period.

Based on the conclusion of the City Party Committee, the Secretary of the Hanoi Party Committee requested comrades to discuss and resolve to soon stabilize the organizational apparatus, proactively deploy preparations and organization of the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term in Hanoi.

At the meeting, the Hanoi People's Council considered and decided on the policy of a number of key investment projects of the city, including: Approving the investment policy of the project of the route connecting Gia Binh airport with Hanoi capital; the project of renovating, embellishing and reconstructing the park along both sides of To Lich river; adjusting the policy of the Tran Hung Dao bridge project; agreeing to assign the People's Committee of Thai Nguyen province to implement the project of completing the 7-section expressway Hanoi-Thai Nguyen. These are key traffic, urban and environmental infrastructure projects that the Central Government and the city are focusing on directing to promptly resolve issues of traffic congestion, environmental pollution, strengthen regional connectivity, and expand the development space of the capital and the region.

The City People's Council considered adjusting and supplementing a number of regulations on decentralization of revenue sources and expenditure tasks between the city's budget levels to synchronize with the regulations on decentralization of state management of the city's infrastructure and socio-economic sectors. This is a very urgent issue, with the spirit of thorough and comprehensive decentralization, promptly removing obstacles and difficulties, soon stabilizing and promoting the effectiveness of the 2-level local government model.

The Hanoi People's Council passed a resolution regulating tuition fees and tuition subsidy levels for public preschools and general education institutions, tuition support levels for children and students at private preschools and general education institutions in Hanoi and the Project on the number of full-time City People's Council delegates; the number, names, scope, and areas of responsibility of the Committees of the Hanoi People's Council.

At the meeting, the Hanoi People's Council dismissed comrade Nguyen Ngoc Tuan from the position of Chairman of the People's Council. Then, with 100% of the delegates present voting, Comrade Phung Thi Hong Ha, Deputy Secretary of the City Party Committee, Permanent Vice Chairman of the Hanoi People's Council, held the position of Chairman of the Hanoi People's Council for the 16th term, 2021-2026.

The Hanoi People's Council has carried out the procedure to dismiss the Chairman of the Hanoi People's Committee, comrade Tran Sy Thanh, because he was mobilized, assigned and elected by the Politburo to hold the position of Chairman of the 13th Central Inspection Commission; at the same time, elected comrade Nguyen Duc Trung, Deputy Secretary of the Hanoi Party Committee, to hold the position of Chairman of the Hanoi People's Committee for the 2021-2026 term.

Also at the meeting, with 100% of delegates present in agreement, comrade Tran The Cuong, member of the Standing Committee of the City Party Committee, Director of the Hanoi Department of Education and Training, was elected Vice Chairman of the City People's Council for the 2021-2026 term; comrade Nguyen Xuan Luu, member of the Standing Committee of the City Party Committee, Director of the Department of Finance, was elected Vice Chairman of the Hanoi People's Committee./.
