Immediately after that, the Telecommunications Department and the Frequency Department coordinated to develop a detailed guide on the components of the dossier that businesses need to provide.
However, Amazon did not complete the application until November 24. “Immediately, the Telecommunications Department will coordinate with relevant ministries and branches to evaluate and appraise it,” said Mr. Cuong.
According to Mr. Cuong, according to Resolution 193/2025/QH on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation, the Prime Minister will decide whether or not to approve Amazon's pilot application, based on an assessment of national defense and security and socio-economic development. If approved, Amazon will have to carry out procedures to establish a business and apply for a telecommunications license, similar to Starlink.
A representative of the Ministry of Science and Technology said that the Telecommunications Department and the Frequency Department are working in the spirit of support and implementation as quickly as possible, but progress still depends largely on partners.
