The principal of Ba Don No. 1 Primary School, Tran Thi Minh Thuy, explained that the sudden decision was due to the directives of the Ba Don Ward People's Committee and relevant departments regarding the school lunch program. Because the school and parents had not yet agreed on an organizational plan, the school decided to temporarily suspend the program to allow for further discussion and agreement on future implementation.

Regarding the incident, on December 26, 2025, the People's Committee of Ba Don Ward, along with relevant departments and agencies, held a meeting with Ba Don No. 1 Primary School on the organization of school lunch programs.
Following this meeting, the Vice Chairman of the Ba Don Ward People's Committee, Nguyen Van Ninh, concluded: School lunch programs play a crucial role in the care and education of students. Their organization must be serious, scientific, transparent, and prioritize the health and well-being of students.
Over the past period, the school has made efforts to maintain its boarding program, contributing to supporting parents and ensuring nutrition for students. However, after inspection and receiving feedback, the People's Committee of the ward has pointed out some shortcomings that need to be addressed.
Specifically: At times, the menus lacked scientific accuracy and nutritional balance. The inspection of incoming food, processing, portioning, and transportation were not fully implemented. Records and documents lacked information related to food origin, product batches, and food safety certificates. The school's current facilities did not meet the requirements for organizing school meals, as the kitchen, storage area, processing area, and dining hall did not meet standards.
Based on these conclusions, the People's Committee of Ba Don Ward requests the Board of Directors of Ba Don No. 1 Primary School to focus on improving management efficiency, avoiding situations where the boarding program negatively impacts teaching and learning activities and the school's reputation.

Regarding the organization of school lunch programs in the future, schools are required to research and choose one of two options: Option 1: Coordinate with the Parent-Teacher Association to agree on the following contents: number of registered students, meal price, menu, nutritional requirements, organization process, supervision, and three-step food inspection.
The agreed-upon terms must be documented and signed. Subsequently, the school selects a meal provider in accordance with regulations, falling under the category of special contractor selection, as stipulated in Government Decree No. 214/2025/ND-CP dated August 4, 2025, which details certain provisions and measures for implementing the Law on Bidding regarding contractor selection.
Option 2: If the school is not equipped to organize the meal directly but there is a high demand from parents, the Parent-Teacher Association will take the lead in selecting a meal provider. The school will provide existing facilities, relevant materials, and assign teachers to supervise the process from sourcing ingredients to organizing the meal.
Prior to the above incident, the People's Committee of Ba Don Ward had also directed the Department of Culture and Social Affairs to take the lead and coordinate with relevant units to inspect or advise the People's Committee of the ward to establish an inspection team for public preschool and primary schools in the area that provide school meals. This is to promptly detect, correct, and advise on the strict handling of violations, ensuring that the organization of school meals in schools complies with the law.
