On the morning of December 9, Prime Minister Pham Minh Chinh , Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 22nd meeting of the Steering Committee.
Attending the meeting were Deputy Prime Minister Tran Hong Ha, Minister of Construction Tran Hong Minh, leaders of ministries, branches, and localities with important and key projects, and a number of businesses and contractors participating in the projects.
In 2025, the Steering Committee held 7 meetings and the Prime Minister, Deputy Prime Ministers, Ministers, leaders of Ministries and localities regularly and periodically urged, inspected and removed many difficulties and obstacles related to key transport projects, promoting implementation progress.
At the 21st meeting, the Prime Minister assigned 28 tasks to ministries and localities, of which 11 tasks have been completed so far. Of which, the Ministry of Construction completed the procedures to start the Ho Chi Minh City - Trung Luong - My Thuan expressway project on December 19; Ho Chi Minh City and Lam Dong province completed the procedures to start the Ho Chi Minh City - Moc Bai and Tan Phu - Bao Loc expressways on December 19.
Hung Yen province has worked with neighboring localities to agree on a plan to exploit materials for the Ninh Binh - Hai Phong expressway project; Nghe An province has submitted to the National Assembly the investment policy for the Vinh - Thanh Thuy expressway. The Ministry of National Defense has completed the dossier and researched the implementation of an airport on Tho Chu island to report to the competent authority on the investment plan.

Agencies are actively implementing 16 tasks (8 regular tasks, 8 tasks not yet due); 1 task related to site clearance has not met the required progress.
According to the report of the Ministry of Construction and opinions at the meeting, recently, many projects under the Steering Committee such as Bai Vot - Cam Lo, Van Phong - Nha Trang expressways, Tan Son Nhat T3 passenger terminal, etc. have been completed and reached the finish line ahead of schedule, contributing to socio-economic development, to the growth target of over 8% in 2025.
Although in 2025 the weather was unusual, with many storms and tropical depressions causing heavy rain and flooding in many places, causing a lot of damage to life and property, ministries, branches, agencies, localities, project management boards, contractors, consultants, officers, workers and laborers worked enthusiastically and actively, regardless of difficulties and sacrifices, putting quality and progress above all.
Regarding the goal of completing 3,000 km of expressway in 2025, the Ministry of Construction said that it is expected that by the end of 2025, 3,803 km will be completed (including 3,345 km of main expressway and 458 km of access roads). By August 19, 2,620 km of expressway (including 2,476 km of main route and 144 km of access roads) had been completed and put into operation.
It is expected that by December 19, 2025, 3,513 km of expressway (including 3,188 km of main route and 325 km of access road) will be completed and technically opened to traffic; at the same time, 1,700 km of coastal road will be completed, and Long Thanh International Airport will complete component projects to deploy technical flights.
In addition, from 2021 to 2025, the Ministry of Construction completed 59 national highway projects with a total length of 1,586.5 km, of which 21 projects with a length of 456 km were completed in 2025.
These results ensure the successful implementation of the Resolution of the 13th National Party Congress on promoting investment in transport infrastructure.
Regarding the preparation for the groundbreaking and inauguration ceremony of the projects on December 19, the Ministry of Construction said that by December 8, it had compiled 245 projects and works in 34 provinces and cities, with a total investment of VND1,345,415 billion.

Faster, bolder
In his concluding remarks, on behalf of the Government and the Steering Committee, the Prime Minister, Head of the Steering Committee, warmly commended the participation, initiative, and positivity of the members of the Steering Committee, ministries, branches, localities, investors, project management boards, contractors, especially the team of cadres, civil servants, public employees, engineers, and workers at the construction site, who have made efforts to overcome difficulties and challenges caused by recent natural disasters and historic storms and floods with the spirit of "only discussing work, not backtracking", "overcoming the sun, overcoming the rain, not losing to storms and winds", working "3 shifts, 4 shifts", "eating quickly, sleeping urgently", "working day, working at night, working extra on holidays", "working through holidays, through Tet", regaining progress delayed by natural disasters, storms and floods; thanked the people for their consensus, support, and assistance in implementing projects and works.
Thereby, contributing to ensuring progress and improving the quality of important national and key projects and works, contributing to disbursing public investment, creating jobs for people and businesses, promoting economic growth, creating new development space, new industrial parks, urban areas, and services for the country and regions and localities, increasing the added value of land, reducing input costs, transportation costs, travel time, enhancing the competitiveness of goods and businesses, creating convenience for people and businesses to travel, especially during the 2026 New Year and the Lunar New Year.
There are only 20 days left in 2025 and only 10 days left by December 19, while many projects and works still have a large volume that needs to be completed; The Prime Minister requested that with a spirit of speed and boldness, ministries, branches, localities, investors, management boards, and contractors focus highly, proactively, and actively lead, direct, urge, inspect, and handle difficulties and problems related to site clearance, construction materials, etc. in the fastest, most timely, and most effective way.
Relevant entities continue to promote the achievements, ensure progress, quality, safety and environmental sanitation of projects; fully and thoroughly resolve policies and regimes, ensure the legitimate rights and interests of the people; regularly inspect and supervise to prevent corruption, negativity and waste; strictly handle violations, those who do not perform well and reward and encourage those who do well, especially engineers and workers who have worked hard on the construction site, demonstrating the highest sense of responsibility, even sacrificing for the development of the country and for the benefit of the people.
Relevant entities increase support and assistance to each other in implementing projects in the spirit of "national love and compatriotism" for the common good. The Army and Police continue to mobilize forces to support the implementation of all projects across the country that need support.

Regarding key tasks and solutions in the coming time, the Prime Minister requested completing the goal of putting into operation at least 3,000 km of expressways and about 1,700 km of coastal roads.
For the Long Thanh International Airport project phase 1, ministries, agencies, and managing agencies of component projects, especially the Airports Corporation of Vietnam (ACV), strictly implement the direction of General Secretary To Lam, urgently review the remaining work, develop a detailed plan to ensure the technical flight on December 19, 2025 and continue to complete construction items, organize trial operations to ensure commercial operations in early 2026.
Regarding the preparation for the groundbreaking and inauguration ceremony on December 19, the Prime Minister requested relevant entities to review and register additional works and projects to ensure the procedures and conditions for inauguration and commencement are in accordance with regulations. The Ministry of Construction continues to preside over and coordinate with the Government Office, relevant ministries, branches and localities to compile a list of projects and works; coordinate with Vietnam Television in preparing the groundbreaking and inauguration ceremony program. The Prime Minister emphasized that the spirit of the inauguration work must ensure a spacious and clean landscape.
Regarding emulation and rewards, the Prime Minister requested ministries and local branches to propose worthy rewards for collectives and individuals who have actively and made efforts to carry out assigned tasks according to regulations, especially projects completed and put into operation ahead of schedule, with quality, safety and efficiency; submit to the Ministry of Home Affairs for synthesis, consideration and submission to competent authorities for rewards.
Regarding capital, the Ministry of Finance will allocate resources based on project progress and proposals; localities must also proactively allocate. Relevant agencies and units will carry out warranty and maintenance of projects according to regulations.
To speed up investment preparation procedures for projects to serve as a basis for implementation in the 2026-2030 period, the Prime Minister requested competent authorities to urgently prepare and submit for approval investment policies for the projects Bac Kan - Cao Bang, Hoa Binh - Moc Chau (Km0 - Km19), Cam Lo - Lao Bao, Quang Ngai - Kon Tum; speed up investment procedures, carry out site clearance for the projects Bac Kan - Cao Bang, Hoa Binh - Moc Chau (Km0 - Km19), Cam Lo - Lao Bao, Vinh - Thanh Thuy, Quang Ngai - Kon Tum, expand Hoa Lac - Hoa Binh expressway, Gia Binh airport connection road. Localities shall base on the progress milestones required by the Prime Minister and relevant regulations on contractor selection to decide on contractor appointment, meeting the set progress.
For transitional projects to be completed in 2026, the Prime Minister requested the Ministry of Construction and localities to direct investors to mobilize human resources, machinery, equipment, and organize construction to ensure completion progress. Ministries and branches must proactively carry out tasks, promptly support and guide localities to resolve implementation problems, and not let them affect project progress.
Regarding proposals and recommendations, the Prime Minister assigned the Government Office to coordinate with the Ministry of Construction to fully synthesize opinions and draft a Notice of Conclusion to ensure 6 "clarities": Clear people, clear work, clear time, clear responsibility, clear authority, clear products to organize effective and quality implementation.
