On the morning of December 9, Prime Minister Pham Minh Chinh , Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 22nd meeting of the Steering Committee.
There are only 20 days left in 2025 and only 10 days left by December 19, while many projects and works still have a large volume that needs to be completed. The Prime Minister requested ministries, branches and localities to proactively urge, inspect and handle difficulties and problems related to land, construction materials... in the fastest, most timely and most effective way.
Along with that, the Prime Minister noted to regularly inspect and supervise to prevent corruption, negativity and waste; strictly handle violations, those who do not perform well and reward and encourage those who do well, especially engineers and workers who have worked hard on the construction site.

Regarding key tasks and solutions in the coming time, the Prime Minister requested completing the goal of putting into operation at least 3,000km of expressways and about 1,700km of coastal roads.
For the Long Thanh International Airport project phase 1, ministries, agencies, and managing agencies of component projects, especially the Airports Corporation of Vietnam (ACV), need to urgently review the remaining work, develop a detailed plan to ensure the technical flight on December 19 and continue to complete construction items, organize trial operations to ensure commercial operations in early 2026.
Regarding preparations for the groundbreaking and inauguration ceremony on December 19, the Prime Minister requested relevant entities to review and register additional works and projects to ensure procedures and conditions for inauguration and groundbreaking are in accordance with regulations.
To speed up investment preparation procedures for projects to serve as a basis for implementation in the 2026-2030 period, the Prime Minister requested competent authorities to urgently prepare and submit for approval investment policies for the Bac Kan - Cao Bang, Hoa Binh - Moc Chau (km0-km19), Cam Lo - Lao Bao, Quang Ngai - Kon Tum projects.
The Head of Government noted to speed up investment procedures, carry out site clearance for projects Bac Kan - Cao Bang, Hoa Binh - Moc Chau (km0-km19), Cam Lo - Lao Bao, Vinh - Thanh Thuy, Quang Ngai - Kon Tum, expand Hoa Lac - Hoa Binh expressway, and Gia Binh airport connection road.
Localities shall base on the progress milestones required by the Prime Minister and relevant regulations on contractor selection to decide on contractor appointment, meeting the set progress.

For transitional projects to be completed in 2026, the Prime Minister requested the Ministry of Construction and localities to direct investors to mobilize personnel, machinery, equipment, and organize construction to ensure completion progress.
According to the report of the Ministry of Construction, many projects under the Steering Committee such as Bai Vot - Cam Lo, Van Phong - Nha Trang expressways, Tan Son Nhat T3 passenger terminal... have been completed and reached the finish line ahead of schedule, contributing to socio-economic development, to the growth target of over 8% in 2025.
Regarding the goal of completing 3,000km of expressway by 2025, the Ministry of Construction said it is expected that by the end of 2025, 3,803km will be completed (including 3,345km of main expressway and 458km of access roads).

It is expected that on December 19, 3,513km of expressway (including 3,188km of main route and 325km of access road) will be completed and technically opened to traffic; at the same time, 1,700km of coastal road will be completed, Long Thanh International Airport will complete component projects to deploy technical flights.
In addition, from 2021 to 2025, the Ministry of Construction completed 59 national highway projects with a total length of 1,586km, of which 21 projects with a length of 456km were completed in 2025.
Regarding the preparation for the groundbreaking and inauguration ceremony of the projects on December 19, the Ministry of Construction said that by December 8, it had compiled 245 projects and works in 34 provinces and cities, with a total investment of more than 1.3 million billion VND.
