From February 15, 2025, the Quang Ninh Customs Department will officially operate under a new organizational model: the Regional Customs Sub-Department VIII with 13 units (including 5 departments, 2 teams, and 6 border customs offices). This change in customs organization model aims to implement the Party and State's reform policies; to streamline and improve efficiency, and to develop into a modern, standardized customs agency. In the spirit of strong innovation, the entire Sub-Department will focus on administrative procedure reform, application of information technology and modern customs management methods, simplification of processes, and reduction of customs clearance time.
With that spirit, the Customs Sub-Department of Region VIII has strengthened the implementation of legal support for businesses, closely following the directives of the Prime Minister (Inter-sectoral legal support program for small and medium-sized enterprises giai đoạn 2021-2025; Project to improve the quality and effectiveness of legal support for businesses giai đoạn 2021-2030) and the direct guidance of the Provincial People's Committee. In 2025, this content will be concretized by the Sub-Department into two key programs, including legal support for small and medium-sized enterprises (Plan No. 454/KH-HQQN dated February 21, 2025) and organizing dialogue and consultation with businesses (Plan No. 454/KH-HQQN dated February 21, 2025). This aims to ensure thorough understanding and uniformity throughout the industry in order to continue effectively implementing the Party's guidelines and policies, and the State's laws related to providing legal support to businesses as prescribed.
Over the past year, the Customs Sub-Department of Region VIII has regularly updated and posted legal support information for businesses on its electronic portal and the DDCI Quang Ninh fanpage. Over 1,100 news articles and posts have been published, focusing on disseminating new policies and regulations from the central and provincial governments in the field of customs; and widely publicizing official information and responses from the Provincial People's Committee and the Customs Sub-Department regarding legal issues faced by businesses. Through these channels, the Sub-Department also receives and compiles feedback and suggestions related to customs matters proposed by businesses, and submits them to competent state agencies, contributing to the effective implementation of the law.
Furthermore, the Customs Sub-Department of Region VIII also focuses on building and supplementing the system of legal support documents to provide to small and medium-sized enterprises (SMEs) as prescribed. This work is implemented proactively and closely to the needs of the business community and the specific realities of Quang Ninh as a gateway connecting international, inter-regional, and inter-provincial borders, sharing both land and sea borders with China. Specifically, over the past year, the Sub-Department has regularly directed its units to conduct surveys and gather opinions from businesses through various methods suitable for each sector and locality. As a result, 185 groups of issues and recommendations have been recorded and addressed by the Sub-Department within its authority, and proposals and recommendations have been made to competent state agencies to improve legislation and organize effective law enforcement. Thanks to this, 100% of business issues have been resolved promptly and fully.
To effectively fulfill its assigned tasks, the Customs Sub-Department of Region VIII consistently focuses on training the skills, expertise, and legal knowledge of its legal support staff throughout the sector, with a total of 5 training courses planned specifically for 2025. This aims to strengthen the team of civil servants assigned to legal affairs, legal education and dissemination, and especially those directly involved in customs procedures, guiding and explaining procedures to citizens and businesses. In particular, the Youth Union of the Sub-Department has played a very effective pioneering role, participating in and maintaining the Information and Support Team for Businesses (ISEC) model. In 2025, the Quang Ninh ISEC Team connected with nearly 3,900 businesses via email, providing thousands of pieces of information, documents, and legal policies to support their legal needs. The ISEC Quang Ninh fanpage on Facebook has also reached over 227,000 views and posted nearly 180 articles with the goal of supporting and providing information to businesses on customs law.
In 2026, the Party Committee of the Customs Sub-Department of Region VIII has set the theme for the year as: “Unity – Discipline – Professionalism – Innovation”. The goals include: achieving a satisfaction rate of over 95% among organizations and individuals regarding the handling of administrative procedures related to customs; maintaining competitiveness among the top 3 leading units in the vertical agencies in the region; achieving and exceeding the assigned target of 17,500 billion VND in state budget revenue collection; and achieving the targets set by higher authorities for 2026 in the fight against smuggling, trade fraud, illegal transportation of goods and drugs across the border, post-clearance inspection, and risk management. |
