Modernize the health system, provide better health care for people

In recent years, the health care system in the province has been continuously invested in, modernized in terms of facilities and improved in the quality of medical examination and treatment. Thanks to that, people have access to health care services more quickly and conveniently, and the quality of service has been increasingly improved.

Phu Yen General Hospital was newly built and officially put into operation in September 2010. Right from the beginning, the hospital focused on developing a synchronous and modern infrastructure, while maintaining, repairing and preserving medical equipment. The management, use and preservation of equipment were carried out scientifically, effectively meeting the capacity of 1,000 actual beds. A part of the revenue from the source of funding was used for maintenance and repair of facilities, aiming at the goal of building a "green - clean - beautiful" hospital, while gradually modernizing equipment for patient diagnosis and treatment.

Currently, the hospital is implementing a smart hospital model, applying advanced technology solutions such as the hospital information management system (HIS), the medical image archiving and communication system (PACS) and the laboratory information management system (LIS). Along with that, the hospital is increasing the application of new techniques and optimizing the medical examination and treatment process, aiming to shorten waiting time and reduce costs for patients.

In addition to investing in facilities and technology, the hospital focuses on improving the capacity of its staff. Phu Yen General Hospital cooperated with the Center for Medical Innovation Research to organize training on implementing the LEAN method at the Examination Department and 5S work in healthcare. Thanks to that, the work of arranging reception locations, examining and admitting patients, managing tools and consumables was carried out more effectively. The medical examination and treatment process, especially at the Examination Department, was significantly improved, shortening waiting time, reducing pressure on medical staff and improving patient satisfaction.

The Central Highlands General Hospital is a class I hospital with more than 1,500 beds, the final line of the Central Highlands region. Every day, the hospital receives nearly 2,000 outpatient visits and more than 200 inpatients. The hospital has implemented the "three no waiting" model - no waiting for registration, no waiting for samples, no waiting for payment. Thanks to the automatic kiosk application and registration via QR code, the number of quick registrations increased by 45% and the average waiting time was reduced by 35 minutes/visit. Taking samples for testing right at the clinic also helps reduce congestion at the central testing area. Standardizing administrative procedures, integrating electronic health insurance and an automatic calling system shortens the reception time to 5-7 minutes, helping to increase outpatient examination productivity by 20% and patient satisfaction to over 90%.

Along with process improvement, digital transformation at the hospital has also been promoted to help improve management efficiency. Electronic medical records (EMR) with drug interaction and abnormal dosage warnings have reduced medical incidents by 25%. 100% of outpatient prescriptions are electronically prescribed, aiming for national connectivity. Telemedicine has conducted more than 150 online consultations with central hospitals, helping many surgeries and stroke emergencies to be successfully handled on the spot.

Deputy Director of the Department of Health Hoang Nguyen Duy said that in recent years, the health sector has had many innovations, most notably in medical examination and treatment. Hospitals have applied information technology in managing hospital operations from the process of receiving medical examinations, managing hospitalized patients, managing medical records, managing finances, managing medical equipment and paying health insurance. Patients are cared for, helped, and guided carefully when coming for medical examination and treatment, accessing medical services more conveniently. Along with that, the quality of medical examination and treatment is increasingly improved, medical service prices are adjusted, and appropriate support is provided for policy beneficiaries and the poor. The number of people visiting hospitals at all levels is increasing, both inpatients and outpatients.

In the coming time, the whole sector will continue to build the health system of Dak Lak province in the direction of development, modernity and efficiency. Along with that, improve the operational efficiency of health units in the sector, carry out activities to protect and care for people's health; ensure the capacity to monitor and prevent epidemics, provide safe and effective medical examination and treatment services towards patient satisfaction.
