Current status of toll station on Highway 5 has just been proposed for relocation
TPO - Once a state toll station and stopped operating after the road maintenance fund was established, but since 2017, toll stations on National Highway 5 (QL) have been restored to collect fees to recover capital for BOT projects. Before 2013, on National Highway 5 there were two state toll stations, collecting fees to maintain the road. Station No. 1 is located in Hai Duong province (old) and station No. 2 is located in Hai Phong city (old), each vehicle passing through pays a fee of 10,000 - 20,000 VND/trip. However, since 2013 when the maintenance fund came into operation, vehicles paid road fees through vehicle inspection, so toll stations on National Highway 5 stopped operating. In 2016, when the Hanoi - Hai Phong Expressway was completed, the state management agency agreed to let the project investor, Vietnam Infrastructure Development and Finance Investment Corporation (VIDIFI), take over National Highway 5 and manage it in the direction of both maintenance and repair while collecting BOT fees to recover capital for the expressway project.
A representative of the joint police - construction sector of Hung Yen province said that when VIDIFI Company managed Highway 5, toll station No. 1 from Hai Duong was moved by the investor to the Highway 5 section in Pho Noi, Nhu Quynh commune, Hung Yen at present. Because the Pho Noi area of Nhu Quynh commune (formerly Van Lam district) has many industrial parks and factories, this area is also an urban area, so the traffic volume on National Highway 5 is very high, often causing congestion. When there was a toll station here, to avoid paying the fee, many trucks and tankers moved into local roads and residential areas with people and students going to school, causing congestion and posing many potential risks of accidents. Recently, when the parallel route of the beltway 4 intersecting with National Highway 5 through toll station No. 1 was completed, trucks still went here to avoid the toll station, then went into the roads in residential areas. According to statistics from the authorities, currently every day, toll station No. 1 of National Highway 5 through Hung Yen has from 20,000 to 40,000 vehicles passing through and paying the toll automatically.
A representative of the Traffic Police Department of Hung Yen province said that, along with strengthening patrols and handling the situation of trucks entering local roads, the joint police - construction team will set up a field team to inspect the actual operation of trucks in the area of Highway 5 and residential roads. With the joint toll station, there will be a direction to recommend the authorities to review the operating time and location of toll station No. 1 on Highway 5.
