Efficiency from the two-tier local government model

After a week of implementing the two-tier local government model, the grassroots government apparatus in provinces and cities has initially operated stably and smoothly, ensuring service to the people. People coming to resolve administrative procedures are satisfied with the changes from the new government model.

In difficult areas, local authorities proactively remove arising problems and gradually stabilize operations.

"One-stop, multi-service" model

Concerns about overload and delays in handling administrative procedures at newly populated commune and ward authorities in big cities have been resolved thanks to the grassroots government apparatus implementing many flexible and effective solutions to meet practical needs in the locality.

Since July 1, the Tan Son Nhat Ward Public Administration Service Center (Ho Chi Minh City) has assigned 10 staff to perform professional tasks and handle administrative records and procedures for the people. The center has also increased its staff to support people in checking records, providing forms, guiding procedures and coordinating to the right working location. In order to best and most conveniently meet the needs of the people, the ward has implemented the "one-stop-multi-service" model.

Along with arranging the working area of the Ward Police to handle records on residence, national population data, and receive reports on security and order, the Center also arranges the working area of Tax Department No. 16 and Social Insurance Region II to handle inter-sectoral procedures for people in one visit.

According to Mr. Nguyen Thanh Danh, Vice Chairman of Tan Son Nhat Ward People's Committee: The operation of the new government apparatus is stable, ensuring the best service for people and businesses. In addition to quickly resolving administrative procedures, the ward ensures cultural and social activities, stabilizing social order and safety.

The ward completed the enrollment work for the first level before June 30, ready for the opening program in early September. The old medical stations still ensure medical examination, treatment, and health care for ordinary people.

Coming to the Le Chan Ward Public Administration Center ( Hai Phong City), we witnessed the active working atmosphere of the staff and specialists to serve and solve the needs of the people. Vice Chairman of the People's Committee, Director of the Ward Public Administration Center, Mr. Nguyen Trong Dai said: As the most populous ward in the city with more than 161,000 people, to handle administrative procedures for the people smoothly and effectively from the first day, we have implemented methodically, synchronously, carefully prepared personnel and facilities, and officially operated from July 1.

The waiting area for people is equipped with chairs, air conditioning, and fans. Therefore, in the first days, people did not have to wait long, there was no chaos or overload. The Center strictly enforced public service discipline.

During the first four days of operation (July 1-4), the Center received 2,136 citizens; processed 1,167/1,452 applications; and provided consultation and guidance on document preparation for more than 680 people.

Sharing with reporters after completing land-related certification at the Le Chan Ward Public Administration Center on the afternoon of July 4, Ms. Nguyen Lan Anh said that due to the large number of people coming to do administrative procedures, she had to wait a few minutes, but when it was her turn, she was served very enthusiastically and quickly.

Tran Bien Ward has the largest population in Dong Nai province with more than 197,000 people, so the number of people coming to do procedures at the Ward Public Administration Service Center is always crowded, especially procedures related to land. The Ward has expanded the area for receiving and handling procedures and arranged staff to provide the most convenient guidance to serve the people. Up to now, after a week of operation, the handling of procedures here has basically been guaranteed to be smooth.

Mr. Nguyen Tan Quynh, Ward 6 said: "Now, to apply for a red book, people only need to go to the ward to get it resolved, very convenient for the people."

Comrade Ho Van Nam, Member of the Provincial Party Standing Committee, Secretary of the Tran Bien Ward Party Committee, said that the province is currently implementing online, non-territorial interconnected services. People can go to the nearest Public Administration Service Center to access services. However, because many people are not yet aware of this, the ward has increased propaganda so that people know and access the nearest locations to complete procedures. Along with training professional capacity for civil servants, the ward reminds civil servants to have a warm and friendly attitude towards people, so that people can trust them.

According to the initial assessment of the People's Committee of Dong Nai province, after one week of operation, the Public Administration Service Centers of 95 communes and wards have met the requirements of serving people and businesses. Most people coming to resolve administrative procedures are satisfied with the changes from the new government model.

However, there will certainly be problems arising in the early stages. Therefore, the relevant authorities will continue to monitor and supervise the operation of the new apparatus, especially at the commune level, to promptly direct, guide and support the resolution of difficulties and problems.

In remote areas, the implementation of the two-level local government model in the first week encountered many obstacles in terms of technical infrastructure, human resources, etc. However, Party committees and authorities at all levels proactively removed difficulties step by step, ensuring smooth procedures for people.

In some communes and wards of Son La province, last week, the administrative procedure processing software system malfunctioned due to data overload, causing delays in receiving documents. However, the problem was resolved shortly after, and the system returned to stable operation.

Comrade Nguyen Minh Tuan, Secretary of the Party Committee of Ngoc Chien Commune, said: Immediately after coming into operation, the commune promptly organized meetings of the Executive Committee, Standing Committee, People's Council sessions, and People's Committee sessions to deploy and assign tasks. Each group of tasks was assigned specifically and clearly, each cadre was assigned tasks close to reality, suitable to their professional capacity.

In the first week, the commune received and processed more than 20 applications and procedures, bringing satisfaction to the people. Therefore, although they had to travel further than before, many people still felt satisfied.

Mr. Mua A Di, Ta So 1 village, Moc Chau ward, Son La province noted: "We used to live in Chieng Hac commune, further away from the new commune center than before, however, the procedure is faster than before, because there are always officers on duty here."

During the week of operating the two-level local government model, in 5 mountainous communes of Hue city including A Luoi 1, A Luoi 2, A Luoi 3, A Luoi 4 and A Luoi 5, a large number of people came to do procedures, and all were guided, received and processed their documents promptly. However, in these communes, the network infrastructure has not been upgraded, the process of receiving and processing administrative procedures still has technical problems... so there are times when the procedures for people are not smooth.

To overcome the situation, the communes have upgraded the internal network, better working lines; organized training and guidance for staff at the Public Administration Service Centers; and invested in working equipment.

In some new communes and wards such as Phong Dinh, Kim Tra, Long Quang, Kim Long, etc., the initial technical infrastructure still encountered difficulties such as unsynchronized data and the automatic result return system could not be activated. Hue City mobilized the coordination of technical units such as VNPT, Viettel and 166 public postal centers.

Chairman of Phong Dien Ward People's Committee Ho Don shared: "The ward has arranged two more points to receive administrative documents at the headquarters of the People's Committees of Phong My and Phong Xuan communes (old), then transported the documents to the new ward headquarters for processing; signed a contract with VNPT to rotate documents four times a day to return them to people within the day".

Increase initiative for local government

The implementation of the two-tier local government model is not only an organizational arrangement, but also opens up opportunities for local governments to promote their proactive and flexible role in management, administration and service to the people. In fact, in some localities, immediately after the new model was put into operation, many communes and wards have begun to carry out new tasks, especially in the fields of investment, land management and site clearance.

Immediately after establishing 126 new communes and wards, the Hanoi People's Committee decided to establish 126 Investment - Infrastructure Project Management Boards under the People's Committees of communes and wards to carry out compensation, support and resettlement; create, develop, manage and exploit land funds; receive land use rights transfers from organizations, households and individuals; and conduct land use rights auctions.

Comrade Dang Thi Huyen, Secretary of Phu Dong Commune Party Committee, said that the commune is focusing on site clearance, especially for key projects such as the Road connecting Gia Binh Airport, Lao Cai - Hanoi - Hai Phong Railway, Duong Bridge...; speeding up the disbursement of public investment capital according to plan.

The representative of the People's Committee of Phu Xuyen commune informed that on July 1, as soon as the new apparatus was put into operation, the Party Committee and the People's Committee of the commune focused on directing and establishing two interdisciplinary working groups including the Commune Police and the Economic Department to strengthen on-site inspections in residential areas. Thereby, the functional forces discovered and drew up administrative violation records for 15 cases of encroachment on public land and agricultural land to build structures; requiring these cases to voluntarily dismantle the iron frames and corrugated iron roofs at the time of inspection and restore the original state.

Applying the two-level local government model, commune-level governments are decentralized and delegated more power, taking on more tasks and powers previously assigned to the district level, in order to increase the autonomy and proactiveness of grassroots governments, and better meet the needs of the people.

Vice Chairman of the People's Committee and Director of the An Phu Ward Public Administration Service Center (Ho Chi Minh City) Nguyen Thanh Luat said that in the context of rapid urbanization, the need to legalize assets (land, housing), register household registration, handle illegal construction, relocation, compensation for site clearance for infrastructure development, business registration for individual households, etc. are areas with administrative procedures that frequently arise at the An Phu Ward Public Administration Service Center.

Although the organization and operation of the grassroots government after the reorganization quickly became routine, in many localities, the implementation of the two-level government model has given rise to a number of shortcomings that require timely intervention from all levels and sectors.

Comrade Nguyen Van Hoan, Secretary of the Party Committee of Yen Phong commune, Bac Ninh province, shared that before ending its operations, Yen Phong district (old) was planning to invest in a number of technical and social infrastructure projects such as a regional wastewater treatment plant with a capacity of 10,000 m3/day and night, a 5,000-seat stadium, a central square; inter-commune connecting roads, connecting industrial parks... However, these projects are being suspended due to the need to reorganize the apparatus.

These are all projects serving the whole region, not serving the new commune, with a large budget, so a commune cannot invest. Therefore, Yen Phong commune really hopes that Bac Ninh province will soon implement the construction of these projects to serve the people, improving the living standards of the people.

Despite initial difficulties, the two-level local government model is gradually becoming more established, effectively serving the people, and creating positive changes at the grassroots level.

Operational practices will continue to be the yardstick, helping authorities at all levels promptly adjust, remove obstacles, perfect the apparatus, and ensure the new apparatus operates smoothly and effectively, for the goal of better serving the people.
