Recently, many students of Hanoi College of Tourism said that the school only paid about half the amount of other schools to practice for the A80 event. The school even asked students to sign to receive the money but did not clearly state the actual amount received.
The principal said there was negligence.
Previously, the school had announced that it would hold a direct dialogue with students on the afternoon of December 1 to resolve the problem. However, on the morning of December 1, about 400 students were suddenly summoned to have a dialogue with the principal after morning classes.
At 1:32 p.m. the same day, many students said they had just received a notice: "Due to urgency, the meeting and dialogue with students has been moved to 11 a.m. instead of 2 p.m. in the afternoon."
With this sudden announcement, many students shared that they could not participate in the dialogue, while there were thousands of students participating in the A80 event and related to the incident.

At the dialogue, Mr. Pham Van Long - Principal of Hanoi College of Tourism - encouraged students to frankly share their thoughts and concerns about the school's payment for the recent A80 program training.
A student asked the principal: "Why do all students go to practice program A80 on the same day, but some schools receive support of 2.2 million VND, some schools receive 1.8 million VND, while students of Hanoi College of Tourism only receive 940,000 VND?"

Responding to students, Mr. Long confirmed that students of the school who participate in A80 training 17 sessions will receive support of 60,000 VND/day (equivalent to 1,020,000 VND), 3 sessions will receive support of 180,000 VND/day (equivalent to 540,000 VND), 2 official sessions will receive 200,000 VND/day. The total support students receive is 1,960,000 VND. After deducting 440,000 VND for meals, each student will receive 1,520,000 VND.
After Mr. Long finished answering, this student continued to ask: "Why didn't the school say it would pay in two installments when it distributed the money? It wasn't until the incident caused a stir online that students learned that the school would pay them a second installment?"
According to Mr. Long, he approved the payment plan for students on November 24, the person who proposed it was the head of the student affairs department.
On November 25, the head of the student affairs department went on a business trip to Hai Phong and did not specifically implement the content of payment to students, so the school staff distributed support money to students when the plan had not yet been implemented to the person performing the task, providing incomplete information to students.
"This is a mistake of the school in not providing timely information to its students, although the problem is not too complicated. The students' reflections and concerns are legitimate," said Mr. Long.
According to Mr. Long, the school has just completed the first round of support money, with 940,000 VND/student. In the coming time, the school will continue to award the remaining support money in the second round of 540,000 VND/student, along with a certificate of participation in the program in December 2025.

Why do students receive money but the amount received is not clearly stated?
Responding to students’ questions, Mr. Long said this was a major problem in financial matters. According to him, the students’ signatures on official documents submitted to the treasury clearly showed the amount of money received.
"When implementing the payment of money to students, teachers did not foresee this and thought very simply that when students receive money directly, they will write that amount in the same signature so that the pen and handwriting are the same. But when receiving the money, students do not clearly understand the intention behind the two signatures.
When handing out the money, the person handing out the money did not say anything or explain, leading to the students looking at the paper and signing blankly. This is something the school must learn from in future work when disbursing policies.
I confirm that there was no such thing as giving students blank signatures, because the original documents are the set of documents that are in the state treasury. When the incident has happened, any explanation is a multi-dimensional thought," said Mr. Long.
Mr. Long affirmed that this afternoon, the school will have an official document to answer students’ questions to clarify all issues. At the same time, the school will publicize documents on the policies that students enjoy.

Previously, an anonymous post appeared on social media, sharing frustration about the school's payment of A80 training fees to students.
In the article, the writer said he was a student at a college in Hanoi and participated in the A80 program (Celebration of the 80th Anniversary of the August Revolution and National Day September 2).
According to this person, students from other schools who also participated in the training program received about 1.6 million VND/person, transferred and clearly stated. Meanwhile, students of the school only received 940,000 VND in cash and the receipt did not state the amount.
"When asked, the school explained that the difference was due to 'food and car rental expenses', but these expenses at my school are the same as at other schools and students are not allowed to see any lists, unit prices or invoices," the article stated.
The writer also shared the following questions: Is it correct for students to sign a receipt without recording the amount? Is it normal for the same program to have a difference in support levels between schools that is almost double? Are there any students from any school who have encountered similar situations?
