(NLDO)- The Prime Minister emphasized the spirit of 'building bridges to cross rivers, filling fields to fill soil, carving mountains to cross mountains', making roads straight, beautiful, and of high quality.
On the morning of February 9, Prime Minister Pham Minh Chinh and the Government delegation inspected the field and listened to reports on the Dung Quat - Sa Huynh coastal road project through Quang Ngai province and the North - South expressway construction investment project, Quang Ngai - Hoai Nhon section.
At the Dung Quat - Sa Huynh coastal road project through Quang Ngai province, Prime Minister Pham Minh Chinh visited local people, presented gifts to construction workers at the site, and listened to a report on the project's progress.
Prime Minister Pham Minh Chinh directed Quang Ngai province to focus on completing the Dung Quat - Sa Huynh coastal road project.
Reporting at the inspection, the leader of Quang Ngai province said that the Dung Quat - Sa Huynh coastal road project is about 100km long, with 7 sections, starting at Km23+500 and ending at the coastal road of Binh Dinh province through Km125+645 (not including 23.5km of the Dung Quat Economic Zone traffic infrastructure planning, connecting to Chu Lai airport, Quang Nam province).
After many years of investment, the province has put into operation more than 32km. Currently, more than 25km from Km56 - Km69 - Km76 + 230 is under construction with a total investment of nearly 2,100 billion VND. The project's construction progress is about 80%.

During the implementation process, there are certain difficulties related to compensation and site clearance. It is expected that in 2025, the entire section under construction will be completed and put into operation.
Quang Ngai provincial leaders added that the remaining section connecting to Binh Dinh province has not yet been invested in. Of which, the section from Km76+230 - Km82 has completed the construction design documents.
However, this route overlaps with the planning boundary for exploration and exploitation of titanium minerals approved by the Prime Minister. Therefore, the province has to temporarily stop and is waiting for the opinion of the Ministry of Natural Resources and Environment to serve as a basis for implementing the next steps.
For the remaining uninvested section, it is recommended that the Central Government consider supporting a funding source of nearly VND 2,500 billion so that the province has funds to complete the project in the medium-term period of 2026 - 2030.

After listening to the province's report and recommendations, Prime Minister Pham Minh Chinh requested ministries and branches to study, propose and remove obstacles to invest in completing the project.
"For localities, it is necessary to continue implementing the project as quickly as possible. Construction will be carried out as the site is cleared, and construction will be carried out in a rolling manner. We are determined not to spread out investment. The spirit is to build bridges across rivers, fill soil across fields, and dig mountains across mountains. Make the roads straight, beautiful, and of high quality to create momentum for future development," the Prime Minister emphasized.
Also on the morning of February 9, the Prime Minister inspected and presented gifts to workers and listened to a progress report on the North-South Expressway Construction Investment Project, Quang Ngai - Hoai Nhon section.
According to the report, the North-South Expressway Construction Investment Project, Quang Ngai - Hoai Nhon section has a total investment of more than 20,400 billion VND. Of which, the construction value is nearly 14,500 billion VND, with a length of 88km, passing through Quang Ngai (60.3km) and Binh Dinh (27.7km) provinces. This is the largest project among the 12 component projects.
On the route, there are 3 tunnels through the mountain including tunnel No. 1, 610m long, tunnel No. 2, 698m long and tunnel No. 3, 3,200m long, along with 77 bridges, 586 culverts, and 81 underpasses for people.
Deo Ca Group, the leading contractor of the consortium, said that 50/50 construction teams are currently being deployed at the site with 3,850 workers and 1,550 pieces of equipment. Total output to date has reached about VND7,300 billion, equivalent to 55%.

For the road category, the main road embankment has reached 95%, the drainage works and the underpass have been completed on the route. The crushed stone aggregate has been constructed for 12km and more than 6km of crushed stone aggregate reinforced with cement. Currently, 6 asphalt concrete stations have been installed on the route and asphalt paving is being deployed in construction packages 1 and 2.
Regarding the bridge category, 77/77 bridges have completed piers and piers, and 50/77 bridges are currently installing girders and constructing bridge decks. The Song Ve bridge - the largest bridge category on the route with a length of 610m - has completed installing bridge decks.
Regarding the tunnel category, tunnel No. 1 and tunnel No. 2 have completed the construction of both tunnel tubes, and are implementing the mechanical and electrical and fire prevention items. Tunnel No. 3 is the largest tunnel item on the newly built North-South Expressway, currently excavated and reinforced nearly 5,000m/6,400m of the total length of both tunnel tubes. The tunnel lining concrete item is also being constructed in a rolling manner, reaching about 1,650m/6,400m.
A representative of Deo Ca Group said that to ensure the progress of the entire project route by the end of 2025 as directed by the Prime Minister, the project has implemented 3 shifts, 4 teams, and for the tunnel section alone, engineers and workers take turns working 24/7 without rest, working during holidays and Tet.
