Linking to form value chains

In his opening speech, Deputy Prime Minister Nguyen Chi Dung said that this is an important event to share, exchange and propose strategic orientations and breakthrough solutions to promote the development of the collective economic sector and cooperatives - an indispensable component of the socialist-oriented market economy; at the same time, to share the great losses of people, cooperatives and businesses in areas affected by recent natural disasters.
According to the Deputy Prime Minister, this year's Forum selected extremely practical and focused content, contributing to realizing the dual goals for both important areas: the private economy and the collective economy. Resolution 68-NQ/TW is identified as one of the fundamental Resolutions to shape and promote the country's economic development in the coming period. In particular, it identifies the goal "The private economy is the most important driving force of the national economy; a pioneering force in the development of science and technology, innovation and digital transformation".
In Resolution No. 68-NQ/TW, the Politburo clearly affirmed the view that the private economy, together with the state economy and collective economy, plays a core role in building an independent, autonomous, self-reliant and self-reliant economy, associated with deep, substantive and effective international integration, bringing the country to prosperous development.
This can be considered a unique advantage of the socialist-oriented market economy in our country when the Party and State always pay attention to and create fair development opportunities for all sectors and all people enjoy the fruits of growth, no one is left behind.
The Deputy Prime Minister said that the collective economy and the private economy have a close relationship, complement each other, and play an important role in the national economy. One side is the "support in the countryside", the other side is the "driving force in the market". Cooperatives play a supporting role for the private economy, especially the economy of cooperative members' households; and are a driving factor in linking with enterprises to form value chains.
The cooperative relationship between cooperatives and enterprises has gone beyond the traditional framework, becoming partners in forming clusters linked along the value chain, not only in the agricultural sector but also in many other sectors such as industry, tourism and services.
According to the Deputy Prime Minister, the linkage activities between cooperatives and enterprises still have many limitations, not commensurate with the potential due to a number of reasons: The quantity and quality of production linkages along the value chain are still low, the scale of production linkages is still small; many enterprises are still afraid of risks because they do not trust the implementation capacity of cooperatives, especially for activities requiring high technical and professional qualifications; the implementation work and ability to access policies of enterprises and cooperatives are not high; awareness of the importance and benefits of participating in linkages is still inadequate; thus, it has not created a real driving force for linkages.

Training professional, digital farmers
Speaking at the Forum, Deputy Minister of Agriculture and Environment Vo Van Hung said that after 6 years of implementation, the Agriculture and Environment sector has found shortcomings that need to be amended to create a legal corridor and opportunities for businesses associated with cooperatives to achieve higher results.
According to Mr. Hung, in order to simplify the procedures for strong decentralization to localities, supplement development policies for standard raw material areas, institutionalize, share benefits and risks between enterprises, cooperatives and people, the Department of Agriculture and Environment is proposing a very breakthrough policy, which is agricultural insurance. This is one of the issues that people and cooperatives are very interested in.
The Deputy Minister of Agriculture and Environment proposed to develop a training program for farmers, modern cooperative human resources, digital and professional farmers; train a team of cooperative directors, technical staff, and value chain staff to form an agricultural workforce with valuable knowledge, technology and market thinking; replicate the model of standard raw materials nationwide based on the results of the pilot project of 1 million hectares of rice, and direct localities to replicate the model in a systematic, synchronous and effective manner.
Vice President of the Vietnam Cooperative Alliance Dinh Hong Thai said that in terms of policy mechanisms and law enforcement, cooperatives reflect the lack of consistency between legal regulations, making it difficult to implement synchronously, and the lack of detailed instructions makes it difficult for cooperatives to understand and apply. This deficiency prevents cooperatives from accessing support policies and makes businesses hesitant to sign economic contracts.
The Cooperative Alliance recommends applying synchronous preferential policies on tax, credit, land, and insurance for both cooperatives and enterprises when participating in sustainable linkages; reviewing and adjusting relevant legal regulations, especially the Land Law and the Cooperative Law, to ensure consistency and suitability with reality.
Regarding financial support and access to capital, Mr. Thai said that most cooperatives reported difficulty in accessing capital from banks due to lack of collateral, unclear financial reports, unfeasible business plans, preferential credit support policies, and limited resources of the Cooperative Development Support Fund. Mr. Thai proposed expanding the limit and extending the preferential loan period for cooperatives with joint projects; supplementing general and long-term credit sources for cooperatives to invest in factories and machinery to reduce production; providing legal consulting services such as drafting contracts, negotiating contracts, and supervising joint contracts for cooperatives; organizing specialized, practical, and hands-on training courses on value chain management, commercial contracts, online sales, and digital transformation.

Deputy Minister of Finance Do Thanh Trung affirmed that the cooperative relationship between cooperatives and enterprises not only brings economic value but also creates a solid foundation for long-term development of both sides, making an important contribution to hunger eradication, poverty reduction and socio-economic development.
Mr. Do Thanh Trung suggested that it is necessary to continue promoting propaganda work, raising awareness of authorities at all levels and people about the position and role of cooperative-enterprise linkage in local socio-economic development; at the same time, comprehensively reforming the system of policies to support cooperatives and enterprises in a synchronous, accessible and inheritable direction, focusing on supporting linkage projects. The promulgation and implementation of policies must ensure market principles, while creating motivation for cooperatives to proactively link with enterprises to improve production and business capacity.
In particular, the business community needs to play a leading and pioneering role in linking with cooperatives; forming agricultural value chains, making practical contributions to building a green, clean, and circular agriculture, demonstrating the social responsibility of businesses to the community and the country.
